National consultant for development of methodological recommendations on involvement of non-state actors in social service provision at community level (Open to Nationals of Ukraine only)

Today, in light of full scale decentralization reform, more powers are transferred to local authorities. The same applies to their areas of responsibility. In particular, this happened with provision of social services, including social services for children and families with children. Institutions that were previously established with state support and provided social services, on the one hand, are not available in all territorial communities, on the other hand, the cost of their operation is often unaffordable for communities. As a result, engagement of non-state social service providers in communities is becoming of significant importance. However, lack of providers of certain social services and inability of authorities to organize this process are common problems. Taking this into account, the Government Priority Action Plan for 2018 (approved by the Cabinet of Ministers on March 28, 2018) includes development of methodological recommendations for the involvement of non-state social service providers in communities. The Ministry of Social Policy of Ukraine is responsible for the elaboration of these methodological recommendations. UNICEF Ukraine closely cooperates with the Ministry of Social Policy of Ukraine and provides the Ministry with the technical assistance in formulating national policies for children and families with children. At the moment, the Ministry has expressed the need for technical assistance in the above mentioned methodological support. Purpose of the consultancy is to provide technical support to the Ministry of Social Policy in developing methodological recommendations for involving non-state social service providers in communities.

How can you make a difference?

Deadline 15 November 2018 (15 working days):

1. Methodological recommendations drafted  in accordance with the concept and structure of the document agreed with the Ministry of Social Policy of Ukraine.

  • Methodological recommendations are drafted  in accordance with the concept and structure of the document.

Deadline 30 November 2018 (10 working days):

2. Methodological recommendations based on the comments received from the Ministry of Social Policy of Ukraine.

  • The text of the methodological recommendations is finalized in accordance with the comments received from the Ministry of Social Policy.

Deadline 30 November 2018 (5 working days):

3. Advisory support is provided during the approval of the document in the Ministry.

  • Advisory support is provided during the approval of the document and the document is presented at the request of the Ministry.

To qualify as an advocate for every child you will have...

Education:

University degree, preferably advanced, in social policy, economics, management, sociology or other relevant technical field.

Work experience:

At least five years of professional experience in development of normative documents; Good knowledge and understanding of mechanisms of involvement of non-governmental providers in provision of social services; Previous experience working with the Ministry of Social Policy.

Language requirements:

Excellent command of Ukrainian (both oral and written), English is an asset.
