BACKGROUND:

Education is a fundamental human right and a decisive tool for the development of people and societies. It plays a vital role in building human capital, breaking the cycle of poverty, promoting economic productivity, and eliminating social disparities and inequities.

UNICEF LACRO contributes to ensuring that every girl, boy and adolescent in LAC benefits from policies, programmes and interventions that guarantee their access to education and learning opportunities from early childhood through adolescence. Programming efforts prioritize delivering results for children who are most at risk of not fulfilling their right to education, particularly, out-of-school children, children with disabilities, children who suffer discrimination because of their ethnicity, and those affected by armed violence, and emergencies. Strategic areas of work include improving transitions between education levels (e.g. early education to primary school and primary school to lower secondary), preventing/reducing school dropout, improving access, completion, and the relevance and flexibility of the education systems, and the identification and strengthening of innovative responses to improve learning environments and learning outcomes for all children.

In this context, advocacy and external communication efforts are essential for UNICEF LACRO to share information and exchange knowledge so that all children and adolescents in the region can fulfil their right to an inclusive and equitable quality education, in line with the UNICEF Strategic Plan 2018-2021 and the SDG4: “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” Therefore, the Education and ECD Section of UNICEF LACRO requires the services of an individual contractor or company for the design and layout of various documents, as well as advocacy materials and programmatic accompaniment tools related to early childhood development, early learning, primary and secondary education, education for adolescents, inclusive education, education in emergencies, disability, among others.

PURPOSE:

The purpose of this consultancy is to support the design and layout of LACRO’s education- and ECD-related communication and advocacy documents, publication, reports, leaflets, brochures, infographics, etc.

EXPECTED RESULTS (measurable results):

  • Design and layout publications, documents, reports, brochures, leaflets, infographics among others, in its different formats according to the style and brand guides of UNICEF.

KEY QUALIFICATIONS, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED:

Work Experience:

  • A minimum of four years’ experience working in graphic design.
  • Dominance in the principles of graphic design; layout, composition, color theory and typography.
  • Extensive experience working with Photoshop, Illustrator, InDesign, Keynote, Microsoft Office, Prezi
  • Experience in designing and adapting materials in printer-friendly versions.
  • Ability to add interactive elements such as video, audio, multimedia content, dropdown menu in the publications and documents.
  • Experience working with UNICEF or other United Nations agencies is considered an asset.

Additional skills:

  • Ability to develop and adapt materials respecting the guidelines, branding and editorial policies of UNICEF.
  • Ability to work efficiently under tight deadlines. Must be detail oriented and creative and possess strong communication skills.

Languages:

  • Spanish and English.

INDIVIDUAL CONTRACTOR’S WORKPLACE:

The consultant will work independently using their own personal premises, materials, and equipment’s, in regular communication with the supervisors and country offices through telephone, Skype, e-mail and other means.

SUPERVISION:

Under the supervision of the Regional Education Adviser in close coordination with the ECD and Education Specialists and Officers of UNICEF Regional Office for Latin America and the Caribbean.

FEES:

Qualified candidates are requested to submit a financial proposal for the deliverables mentioned. Proven past experience and financial proposal will be taken into consideration during selection process. Travel will be covered by UNICEF as per policy. Costs of known trips should be included in the financial proposal.

Travel is unforeseen, not yet determined:

In the case of unforeseeable travel requested by UNICEF, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNICEF and Individual Consultant, prior to travel and will be reimbursed. In general, UNCEF should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Any travel involved should be budgeted according to UN Travel Standards as a ceiling.

Technical Proposal

The technical proposal should include: cover letter referring to the required qualifications, timeline, workplan, proposed methodology, and 3 contact references from previous work experience.

Financial Proposal

 In addition, separately from the technical proposal (as in another document), a financial proposal detailing the total costs of the assignment (not including costs for travel yet) must be submitted.

The total amount of points allocated for the economic component is 30. The maximum number of points will be allotted to the lowest price proposal and compared among those consultants which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in inverse proportion to the lowest price;
