Background

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine CO focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence. UN Women, as part of its approach and methodology within the peculiar political and social context of Palestine and in order to advance the recognition and enjoyment of women's rights, is leading a program aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as women’s access to equitable justice.

In line with the Palestinian Government’s commitment to combat violence against women (VAW) as set in the National Strategy to Combat VAW (2011-2019), and in full partnership with the related local institutions, UN Women in Palestine under the SAWSAYA II Programme–“ Promoting the Rule of Law in Palestine” implemented jointly with UNDP and UNICEF, is working in close collaboration and coordination with the Attorney General’s Office (AGO) to strengthen the institutionalization of VAW specialized services, including the human resources and institutional capacities of the Public Prosecution (PP) . As part of the support under SAWASYA I Joint Programme, UN Women has supported the PP to develop a gender responsive Standards Operation Procedures(SoPs), and a responsive organizational structure for VAW Specialized Public Prosecution (SPP), which identified the mandate, scope of work, responsibilities, target groups and other related components of the work of the SPP.  UN Women is planning to hire an experienced organizational development consultant to support VAW SPP to effectively implement its’ mandate in line with the SPP organizational structure and the VAW SoPs.

Within the framework of the joint programme SAWASYA II, UN Women is seeking to hire an experienced organizational development consultant to provide technical assistance to VAW (SPPs) in the field of organizational and institutional development and management. More specifically, this consultancy aims to equip the Chief Prosecutor (CP) with enhanced skills in organizational and institutional building and management, including human resources management, planning and management of work plans and strategies. The consultancy is expected to enhance the CP skills and knowledge on effective and responsive monitoring of the specialized prosecutors in district offices, and the provision of sound and professional advice on the case management of VAW cases. Further to that , the support provided through this consultancy will need to include developing team building processes of the specialized prosecutors and the leadership’s role of the CP, and fostering collaborative and effective communication between the SPP and Public Prosecution district offices and other specialized prosecution units.  

The assignment is expected to commence during November 2018 and end on 30 July 2019, for the total duration of 09 months with approximately 35 working days.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative, the direct supervision of the Program Manager, and working in close cooperation and coordination with UN Women Programme Analyst on Gender Responsive Prosecution, the Consultant will undertake the following tasks:

  • Develop initial work plan that includes a description of the methodology, interventions’ outlines, targets and deliverables, in addition to the pre and post assessment template, time frame, and share with UN Women for review and approval.
  • Meet with UN Women’s technical team and the responsible officers at the (AGO) to discuss and agree on the work plan, including the methodology and targets.
  • Based on the results of the meetings, the consultant will revisit and refine the methodology, interventions, targets and time frame, and share with UN Women for feedback and approval.
  • Conduct a total of 10 coaching meetings over the period of 9 months with the CP on organizational and institutional building, management and leadership.
  • Conduct three workshops (2 days each) targeting the specialized prosecutors with capacity building in the field of team building, and the effective and responsive management of VAW cases, including the implementation of VAW (SOPs).
  • Conduct 9 field meetings on individual and collective basis with the specialized public prosecutors in the districts offices to assess needs, and identify opportunities, challenges and gaps.
  • Regularly meet with UN Women to update on progresses and challenges of the assignment.
  • Submit a progress report covering the first three months of the assignment that includes the implemented activities, an assessment of the achievements, challenges and gaps and a refined work plan for upcoming months.
  • Submit a final report that includes a description of the implemented activities, analysis of the achievements, challenges and opportunities, in addition to recommendations on the way forward. The report should also include an annex on findings of pre and post assessments, and main points discussed in meetings and workshops.

Key deliverables:

  •  A workplan for the entire duration of the assignment, including methodology, interventions’ outlines, targets and deliverables.
  • The completion of  the first 5 coaching meetings, 2 workshops and 4 field meetings, including the related narrative reports and the material used in the coaching and awareness workshops, in addition to findings of the field meetings.
  • The completion of the last 5 coaching meetings,  1 worksop and 6 field meetings, including the related narrative reports, and the material used in the coaching and awareness workshops, in addition to findings of the field meetings.
  • A final report that includes a description of the implemented activities, analysis of achievements, challenges and opportunities, in addition to recommendations on the way forward. The report should also include an annex on findings of pre and post assessments, and main points discussed in meetings and workshops.

Functional Competencies:

Required Skills and Experience

Education:

  • At least 10 years of professional working experience in the field of organizational development, public administration and management.
  • At least 5 previous similar assignments related to organizational development or strategic planning and management. Please make clear reference of this requirement in the CV/P11.
  • At least 3 previous similar assignments related specifically to VAW and/or gender equality. This includes conducting trainings, facilitating sessions, programme’s evaluation, or organizational development- Please make clear reference of this requirement in the CV/P11.
  • Previous working experience the justice sector in Palestine.
  • Experience with the UN system or/and International organisations is an asset.

Language:

  • Fluency in Arabic and English

Candidates should have the ability to quickly submit degree certificates, medical certification (of good health) Expression of Interest (EoI) should they be short-listed in consideration of this consultancy.

Long listed candidates should provide a sample of previous written assignment in the field of organizational development. This would include for example a workplan and methodology or an assignment report or an  evaluation report.

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • A Master’s degree in public policy, organizational development, gender studies or any related social sciences; (max:5 points).
  • At least 10 years of professional working experience in the field of organizational development, public administration and management; (max:15 points).
  • At least 5 previous similar assignments related to organizational development or strategic planning and management; (max:15 points).
  • At least 3 previous similar assignments related specifically to VAW or gender equality. This includes conducting trainings, facilitating sessions, programme’s evaluation, or organizational development ;(max:15 points)
  • Previous working experience the justice sector in Palestine; (Max:5 points)

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

  • p = points for the financial proposal being evaluated
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated
