Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In line with the Palestinian Government’s commitment to combat  Violence against Women (VAW) as set in the National Strategy to Combat VAW (2011-2019), and in full partnership with the Attorney General’s Office (AGO) and the High Judicial Council (HJC), UN Women in Palestine under the SAWSAYA II Programme–“ Promoting the Rule of Law in Palestine” implemented jointly with UNDP and UNICEF is working in close cooperation and coordination with the (AGO) and the (HJC) on strengthening the gender responsiveness of the prosecutorial and the judicial services, and  increasing the awareness of the prosecutors and judges on VAW, GBV, international conventions and best (highly potential) practices to combat VAW in law, legal codes and the provision of services.

In line with this, UN Women is planning to conduct five workshops, four of them for the benefit of Chief Prosecutors on GBV, the provision of responsive services, and the State’s obligations under CEDAW, including the CEDAW committee concluding observations on Palestine and other related issues, and the  fifth for  VAW judges on “good practices in law, legal codes and provision of services” to combat VAW, with the aim of increasing judges’ awareness of promising practices in combatting VAW, including experiences of other countries in this area. 

This consultancy has two main objectives, the first one is related to UN Women work with the Public Prosecution (PP), through which UN Women will target the Chief Prosecutors with awareness and capacity building workshops on GBV, CEDAW, responsive investigation and litigation in addition to responsive legal characterisation. While the second one is related to UN Women’s work with the (HJC), through which UN Women will target VAW judges with awareness and capacity building on promising and recommended practices and norms to combat VAW, in line with international standards enshrined in international conventions, particularly CEDAW and its’ General Recommendation, including GR no. 19, 35 and 33.

More specifically, this consultancy aims to fulfil the following specific objectives:

 Enhancing the awareness of the Chief Prosecutors:

  • To increase Chief Prosecutors awareness and knowledge on VAW related concepts, victimisation and gender stereotypes re victims and perpetrators.
  • To increase Chief Prosecutors awareness and understanding to VAW SOPs, particularly in relation to investigating and litigating VAW cases; in addition to provide them with an overview of related best practices.
  • To increase Chief Prosecutors awareness on responsive legal characterisation of VAW cases.
  • To increase Chief Prosecutors awareness on Palestine State’s obligation under CEDAW, the CEDAW committee concluding observation on Palestine and other related guidelines on the role of the public prosecutors.

Enhancing the awareness of VAW judges:

  • To increase judges’ awareness of good practices in law and legal codes; including the provision of gender responsive criminal and legal policy.
  • To increase judges’ awareness of good practices on case management and responsive services; including these starting from the interviewing of victims in court, and ending in the issuance of responsive adjudication and enforcement of ruling.

To achieve this, UN Women is seeking to hire an experienced gender justice consultant to prepare an awareness material on these topics, and deliver five workshops (two days each); of which four for the benefit of the Chief Prosecutors and one for the benefit of VAW judges.

Duties and Responsibilities

Under the overall guidance of UN Women’s Special Representative and the direct supervision of UN Women Rule of Law programme manager, and in close partnership and coordination with UN Women Justice and Prosecution Analysts, the international consultant will be responsible for the following tasks: 

  • Prepare a work plan for the awareness workshops, including an outline, methodology, main themes, in addition to the awareness material and submit them to UN Women for review.
  • Meet with UNW and the focal persons at the (AGO) and the (HJC) to discuss the methodology and the main components of the awareness workshops.
  • Based on the results of the meetings with UNW and focal persons at the targeted institutes, the consultant to submit to UNW a revised version of the methodology and the awareness outline for review and approval.
  • Prepare pre-and post assessments, and share them with UN Women for review and approval.
  • Conduct four missions to Ramallah to implement five awareness and capacity building workshops (one workshop every three months for two days each workshop).
  • Regularly communicate with UN Women to update on progresses and challenges of the assignment.
  • Submit a progress report in English for each workshop, that includes a description of the main components of the awareness workshop, in addition to recommendations on the way forward, opportunities and challenges.
  • Submit a final report in English that includes a summary of the five workshops, including the main components of the awareness workshops, the utilized methodology, achievements, recommendations on the way forward, and a description of opportunities and challenges, in addition to the results of pre-and post assessments.
  • Ensure a participatory approach and interactive methods, throughout all phases of work.

Key deliverables:

  • A work plan, including outline, methodology, main themes, in addition to the awareness material and pre-and post-assessment templates.
  • The completion of the first 3 workshops, including a narrative report for each workshop, in addition to the related developed awareness material.
  • The completion of the last 2 workshops.
  • A final report in English that includes a summary of the five workshops, including the main components of the awareness workshops, the utilized methodology, achievements, recommendations on the way forward, and a description of opportunities and challenges, in addition to the results of pre-and post-assessments.

Time Frame:

The assignment is expected to start in November 2018 and to end in Sept 2019, with a total of approximate 26 working days.

Required Skills and Experience

Education:

  • A BA degree in law.

Experience:

  • At least 10 years’ experience in litigating VAW cases and women’s rights related issues.
  • At least 10 years of professional experience in the field of gender, women’s rights, VAW, and women’s access to justice, including in the field of developing policies, national mechanisms and legal reforms.
  • At least 2 previous assignments related to capacity building training to the justice actors in the Arab region on VAW or enhancing women’s access to justice in line with international standards; one of them at least in Palestine.
  • A minimum of 5 years’ experience in delivering capacity building interventions, including training or awareness sessions and workshops; previous experience with the prosecution or the judiciary or any of the justice institutions is an asset.
  • Experience with the UN system or/ and International Organizations is considered an asset.

Language Requirements:

Fluency (both oral and written) in English and Arabic.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Long listed Candidates should provide a sample of a previous training/ raising awareness outline and training material related to violence against women or gender based violence or access to justice.

Technical Evaluation (70%) – max. 70 points:

  • Relevant education (max. 10 points).

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
