Individual Consultancy for Development of adolescents and youth vulnerability assessment (One Month Duration).

Vulnerability assessment of adolescents and young people are essential for UNICEF to be able to better define its programmes to improve the targeting of the young people based on their vulnerabilities and better contribute to making a change in the lives of the adolescents and youth.

1. Background:
Adolescents and youth, together addressed as “young people”, form the future building blocks of any society. The young people most energetic and dynamic, tend to get involved in high-risk behavior making themselves susceptible to criminal offences, accidents, physical injuries, emotional trauma, and medical problems — some of them extremely serious like transmission of human immunodeficiency virus (HIV).

Vulnerability has a number of dimensions that include social, generational, geographic, economic and political processes that influence how hazards affect people in varying ways and with different intensities. Key variables could explain variations of impact including class, occupation, caste, ethnicity, gender, disability and health status, age and immigration status, the nature and extent of social networks.

Adolescents are those aged 10-19 years and young people are those aged 10-24 years. UNICEF main focus is on the adolescence but the higher age bracket among the young people population is also targeted by a number of programme components, especially when it comes to economic participation. In Libya, with the volatile socio economic and political conditions continue to evolve, it is important to understand how these changes are affecting the young people and contributing to the increasing and reducing their vulnerabilities.

2. Objective of the Consultancy:
The consultant will support in development of the Vulnerability Assessment Framework for Adolescents and Young People adopted for Libya that will form a base for UNICEF to conduct an assessment in the four targeted municipalities within the EU funded Programme “Towards Resilience and Social Inclusion of adolescents and young people in Libya”.
This assessment will be essential to allow UNICEF to better understand the vulnerabilities of youth people to improve targeting and inclusion.

3. Main Tasks of the Consultancy:
The consultant will be responsible for:
• Conducting literature review and existing theories of change on adolescents and young people vulnerability frameworks and suggest what would be applicable for Libyan context
• Utilizing the literature review, contextualize the result of the review for Libya based on focus groups discussions, develop a framework that could inform an assessment of young people’s vulnerability in Libya to inform the programmatic response.
• Testing the framework through semi structured interviews with stakeholders, key informants, and authorities in the targeted municipalities and at the national level in Libya and through focus groups discussions with young Libyans
• Updating the methodology of the assessment based on the feedback from key informants
• Finalizing the framework, including four sections: situation analysis, analysis of the causes of vulnerability, analysis of community action and capacity, and drawing action from analysis.
• Developing the Terms of Reference for the vulnerability assessment to be undertaken by the individual or institutional contractor.

4. Deliverables and Payment:
UNICEF will pay in one instalment 100% of the contract upon submission of all the following deliverables in the consultancy report.

Deliverables
1. Submission of suggested frameworks for discussion with UNICEF
2. Adapting of the agreed framework to the Libyan context based on the focus groups discussions with the contact people defined in section seven of the document
3. Draft framework reviewed and finalized with the UNICEF
4. Test the framework with the key Libyan informants
5. Prepare the required documents for UNICEF to bid for the incubation consultancy/individual consultancy
6. Submit the final report that consolidate all the deliverables

5. Selection and Administrative Modalities:
• The qualified candidates are requested to submit a financial proposal together with the application for this consultancy. The selection will be based on the Technical Review that will contribute to 75% of the score and financial review that will contribute to 25% of the final score. As a follow up, UNICEF might request to have an interview with the potential candidate and a reference check.
• The consultant is also strongly encouraged to submit samples of original writing that could support the application for this specific consultancy.
• The consultant will be expecting to work from home, therefore a good internet connectivity will be essential.

6. UNICEF Recourse in Case of Unsatisfactory Performance:
• UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work or outputs are incomplete, or not delivered or for failure to meet deadlines.
• All materials developed will remain the copyright of UNICEF with the liberty to adapt or modify them in future.

7. UNICEF Support to the Consultant:
In addition to the intensive research by the consultant, UNICEF will make the following key documents available for the use of the consultant:
• Programme Proposal of “Towards Resilience and Social Inclusion of adolescents and young people in Libya” and annual reports for 2017 and 2018
• UNICEF Situation Analysis for 2018 that have been used for the development of UNICEF Country Programme Document 2019 - 2020
• UNICEF Libya Country Programme Document 2019 – 2020.
• UNICEF will also organize the following key informants’ interviews and focus groups discussions:
o Four focus groups in each of the four municipalities (two males and two females; one with 15-19 and one with 20-25 years old adolescents and young people). Each focus group will include 8-10 participants.
o Interviews with a male teacher, a female teacher, a municipal council member, a student union member, NGO workers, the UNICEF Local development consultants in the four targeted municipalities
o Interviews with UNICEF child protection team, UNICEF education team, UNICEF Deputy Representative, UNICEF youth team.
o Interviews with UNFPA, OCHA, WFP officers working on the Youth programmes

8. Academic Qualifications, Work Experience, Skills and Competencies:

MINIMUM QUALIFICATIONS AND COMPETENCIES

Academic qualifications:
• An advanced university degree (Master’s or higher) in the fields of social sciences, law, public administration, or a related discipline is required.
• Fluency in English (written and spoken), Arabic is an asset. However, if the consultant does not speak English, she/he will need make provisions for the translator given that a number of the interviews will be done in English.
Work experience:
• Minimum of 10 years of relevant work experience in working on young people’s programmes, especially in countries affected by conflict and transition.
• Experience of Libya is an asset; with knowledge of cultural, socio economic and political context of Libya or in the Middle East.
