Mobilization Officer

IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

IRC Pakistan will be implementing five years “Leveraging Inclusive WASH for Empowerment in Pakistan (LIFE-Pakistan) project i.e. Water For Women Fund supported by Department of Foreign Affairs and Trade, Australian government.

With an overall goal of gender equitable and socially inclusive WASH services for improved health conditions of marginalized groups, this project aims to directly improve the lives of 168,000 beneficiaries in 75 villages in three districts of KP, Pakistan.

The project will reach its goal through three pillars:

1. Inclusive community level WASH
2. Improved WASH governance
3. Strengthened decision making around WASH.

The project will focus on schools and health centers that serve communities as well as household WASH. A process of participatory training and discussion will be utilized to strengthen women’s role in the community, and will be supported with life skills training and gender protection programming. Knowledge management and learning through ongoing monitoring, periodic evaluations and research will keep the project on track, provide evidence for advocacy for improving legislative environment, and draw learning for future programing.

Job Overview/Summary:

Under the leadership of designated Mobilization Manager, and the oversight of the Project Coordinator, Community Mobilization Officer will work to complete all community mobilization tasks.

Major Responsibilities:

· Engage effectively with community members in targeted villages, building consensus, raising awareness and delivering training.

· Conduct training of selected community activists on health and hygiene promotion to enable them to conduct onward sessions to target communities.

·Raise WASH profile of target area by implementing CLTS/SLTS PHAST approaches effectively.

· Mobilize the Transformation Facilitators through regular field visits.

· Participate in assessment of beneficiaries, formative research exercises, KPC survey etc.

· Conduct quality health and hygiene sessions in communities to ensure that target population are mobilized and adequately informed regarding health and hygiene issues related to water supply, sanitation and solid waste disposal.

· Support Transformation Facilitators in record keeping, liaison with social welfare, PHED and other line departments.. 

· Participate in the development of Inclusive WASH development plans in collaboration with the community as needed.

· Coordinate with technical staff responsible for construction of water & sanitation infrastructure in the target areas

· Collect and prepare case studies and success stories during the project life.

· Organize WASH related events effectively and efficiently.

· Participate in the development of BCC/IEC material on WASH with Senior WASH Officer.

· Provide accurate and timely reporting of field activities to Senior WASH Officer.

· Identify and organize appropriate capacity building, and technical resources to support project implementation.

· Coordinate project planning and implementation with monitoring officers, technical support and community leaders

·Write regular weekly, monthly and ad hoc reports.

· Engage in regular and continuous follow up interviews with the beneficiaries.

·Mobilize community groups, sensitize and train them on specific topics as required, organize and facilitate meetings.

·Perform other duties as requested by the supervisor. 

· Minimum Bachelor degree in Social Sciences, Education, Literature or Life and Environmental Sciences or relevant field from any recognized University.

b)      Work Experience:

· Minimum two years of relevant field work with NGO (WASH/ training/community mobilization) experience. Experience working in KP Region. Experience in CLTS, SLTS and PLA approaches will be preferred.

c)      Demonstrated Skills and Competencies:

·         Good English speaking/writing skills.

·         Excellent event management skill

·         Computer literate with Microsoft Word/ Excel

·         Willingness and ability to travel when required

Language Skills: Urdu, English and Pashtu
