UNICEF Skopje is seeking a self-motivated and enthusiastic team player, and an experienced professional, position of Programme Officer in support of its Education Programme.

UNICEF Skopje is devoted to ensuring that every child has a quality education.  We are committed to assist in reforms led by the Ministry of Education and Science, to ensure that all children have the best possible primary education, and with the Ministry of Labor and Social Policy to ensure that all children have the best start in life, with adequate pre-school education.

As part of the Education Programme team, the Programme Officer will contribute to the strengthening of education systems in the country.  Working jointly with relevant education institutions, he/she will support the introduction of character education in the Macedonian pre-school and early primary school systems, establish appropriate Early Childhood Educators Competencies, and develop teacher capacities to deliver quality early childhood education.  He/she will support the creation of a national online platform with a wide array of play-based tools and materials for teachers and parents to catalyze children’s overall development, including language, logical reasoning and communication skills, and a wider analytical capacity in the education system.

The Programme Officer will need to be organized, professional and flexible, ready to balance responsibilities and tasks to ensure good results for children. 

The ideal candidate will have a background in education, planning, or another relevant social science field, and will be familiar with the education system in the country.

How can you make a difference?

Specific tasks

  • Provide technical support to Ministry of Education and Science and partners in improving data availability and use of data in the Ministry. This includes establishment of analytical unit and ensuring relevant capacity development activities for the staff such as workshops, peer learning and mentoring.
  • Technical support to Ministry of Labor and Social Policy and partners in establishing pre-school teachers’ competencies and standards and developing capacities of staff in preschool institutions to deliver quality early childhood education.
  • Technical support for establishment of national early childhood education platform containing a wide array of play-based tools and materials to provide teachers and parents with practical tools to nurture children’s cognitive, linguistic and socio-emotional development.
  • Support Ministry of Education and Science and partners in ongoing development and implementation of inclusive education in schools and improving the motivation of teaches using behavior science.  

Key expected results will include:

  • Support to programme development and planning by research and analysis of the regional and national education policies and development trends, preparing technical reports and inputs for programme planning and documentation, development and establishment of sectoral programme goals, objectives, strategies, and results-based planning.
  • Provide programme management, monitoring and delivery of results by working closely and collaboratively with the Education Specialist and partners to collect, analyse and share information on implementation, develop reports on the use of programme resources, verifying compliance with approved allocation, goals, organizational rules, donor commitments, and standards of accountability and integrity
  • Provide technical and operational support to programme implementation in assessing progress, reporting on critical issues, bottlenecks and potential problems for timely action to achieve results, and/or refer to relevant officials for resolution.
  • Ensure networking and partnership building with government counterparts and national stakeholders, researching information on potential donors for fundraising and partnership development purposes.
  • Contribute to innovation, knowledge management and capacity development by identifying, synthesising, and sharing lessons learned for knowledge and capacity development of stakeholders, and by applying innovative approaches and promote good practices to support the implementation and delivery of specific and sustainable programme results.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: teacher education, pedagogy, psychology, sociology, or another relevant social science field. Advanced degree is considered as an asset.
  • A minimum of two years of professional experience in programme planning, management, and/or research in education is required.
  • Fluency in Macedonian and English required; knowledge of other local languages is desirable. 
  • Prior experience working with the UN system and/or international development agencies is an asset.
