Job Description

The M&E Officer will be leading the M&E data collection, data quality checks, reporting and information management. The M&E Officer will be assisting the M&E Manager in the design of log frames, ITTs and DIPs. The ideal candidate will have demonstrated experience in monitoring and evaluation, preferably with expertise in ECD programming.

Major Responsibilities:

Data collection and analysis

·Implement the IRC ECD program’s M&E framework in consultation with the M&E Manager and revise it periodically as required based on lessons learned.

·Draft baseline, mid-term and end-line assessment tools including data collection instruments (survey questionnaires, focus group discussions, key informant interviews).

·Develop data analysis plans and data entry methods in coordination with the M&E Manager.

·Lead and supervise data collection at the field level, by making sure that data collection is organized and delivered as per the action plans and according to high quality standards.

·Analyze assessment data, based on the analysis plan and produce statistics, charts and narrative reports.

·Ensure results feed meaningfully into program design and implementation plans.

·Conduct field data verification visits to the various relevant locations.

Reporting & representation

·Assist the M&E Manager in drafting M&E reports based on the assessment findings and participate in identifying program corrective measures as required.

·Support the ECD Manager and the M&E Manager in data analysis for donor reporting.

·Provide the M&E Manager with timely narrative reports about highlights from field visits.

·Conduct the M&E assessment for the ECD program and implement all the relevant tools to meet the standards and their extended actions.

·Implement all the applicable Core Humanitarian Standards (CHS) and integrate them into M&E initiatives.

·Collaborate with primary stakeholders to develop feasible and effective discussion events where M&E data are analyzed, and programming action is agreed upon.

·Represent IRC ECD program internally and externally when needed.

Staff Management and Development:

·Work closely with the M&E Manager on maintaining the beneficiary databases.

·Provide logistical and technical support during internal and external evaluation missions.

·Coach, train, and mentor all relevant staff with the aim of strengthening their technical capacity as needed.

·Provide technical support to the ECD Manager, and ECD Officers, whenever needed and exchange knowledge within the team.

Internal: The M&E Officer closely works with the research team, ECD Officers, Mobilizers, Facilitators, Education team, M&E team, and IRC Mosul field teams

   External: The M&E Officer engage with ECD M&E staff in Jordan, Syria and Lebanon

Working Environment:

The position will be based in Erbil, Iraq, and covers all operating areas in Iraq.  The security situation in Erbil remains broadly permissive with continued attention paid to the potential for growing instability due to the continual influx of displacement and proximity to insecure areas in other governorates within Iraq.

Qualifications

·Bachelor degree in Computer Science, Statistics, Social Sciences, or any relevant related field.

·Certification or specific training in Statistics and/or Data Management.

·At least 3 years of relevant working experience in the area of M&E, preferably on ECD interventions.

·Experience developing technology in low-resource settings.

·Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions).

·Demonstrated experience and knowledge in data analysis and statistics.

·Demonstrated proficiency in Excel, SPSS, PASW, STATA, Statistica, Microsoft BI or Tableau.

·Demonstrated experience in drafting reports.

·Demonstrated experience in leading a team to ensure high quality data collection and analysis.

·Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

·Excellent interpersonal and problem-solving skills, creativity and flexibility.

·Fluency in written and spoken English and Arabic

·Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible, sense of humor, ability to work across various teams and stakeholders, and able to handle pressure well.

Preferred:

·Proficiency inSpoken Kurdish

·Working experience with an NGO/INGO
