Create a standard for measurement data and information management that will be applicable to two Syria hubs. The standard should include protocols for managing and sharing data within and outside of the IRC that is inclusive of contextual needs within each geographic area and sector.
Must Incorporate:
•Alignment with sectoral data protocols. Sectors include Health, ERD, and Protection
•Digital and non-digital formats
•Any protocols outlined by IRC global / regional for information sharing
•Data management best practices
•Data sharing responsibilities across roles
Tasks:
Desk Research:
•Sectoral protocols
•IRC practices including IRC reporting systems
•Existing protocols, policies, and processes for knowledge management and record retention in each hub
•Global best practices for data management
•Donor requirements (DFID)
•Governance policies on electronic data collection tools (roles, responsibilities)
Team Research:
•Focus groups / meetings with M&E focal point and key contacts within each hub. Includes meetings with staff from each unique geographical representation as outlined by the country M&E Coordinator.
•Examination of existing data management and data management processes and platforms
Deliverables:
•A Data management standard to which each hub will align to.
oIncludes standards for data management on the following platforms and tools (excel, box, CommCare, PowerBi, ONA, Access)
•Findings with any major gaps and recommendations as appropriate
•Recommendations for data governance processes for each country program
•Recommendations for data management and sharing training and awareness
