Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In line with the Palestinian Government’s commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, and in full partnership with the related local institution, UN Women in Palestine is currently implementing jointly with UNDP and UNICEF the SAWSAYA II Programme– “Promoting the Rule of Law in Palestine”. The Programme supports the process of institutionalization and capacity development of the justice and security sectors. Under this Programme, UN Women is working in close cooperation and coordination with the Attorney General Office (AGO) and the Palestinian Civil Police (PCP) on organisational development, women human rights and capacity building of public prosecutors and police officers to effectively work on VAW cases and improve their performance in dealing with VAW cases.

Under SAWASYA I, three awareness workshops have been conducted with the PCP and AGO on cybercrimes against women, in addition to follow up meetings with both institutions to reflect on the workshops and discuss ways forward. The workshops revealed the gaps in case management between the specialized units at both institutes and the lack of clarity among the teams regarding roles and responsibilities.  Accordingly, UN Women as part of its support to the AGO and the PCP, is seeking to hire an experienced consultant, to assist both institutions in consolidating their work to effectively handle cyber-crime cases against women in coordinated way.

Objective of the assignment:

The objective of this assignment is to improve the cooperation between the different units within the Public Prosecution Services and the Palestinian Civil Police, through developing responsive guidelines to define and strengthen linkages between the VAW specialized units and the cybercrime units in AGO and PCP when dealing with cyber- crimes involving women, facilitating dialogue, case review, developing related concept papers and sensitizing public prosecutors and specialized police officers towards women victims of cyber- crimes.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative, the direct supervision of the Program Manager, and working in close cooperation and coordination with the UN Women technical team; the UN Women Security Sector Analyst and the UN Women Programme Analyst on Gender Responsive Prosecution, the Consultant will undertake the following duties and responsibilities:

  • Meet with UN Women, relevant departments at AGO and PCP to establish the work methodology;
  • Develop a work plan, including a methodology, an outline of main interventions, targets and deliverables and share with UN Women for feedbacks and approval;
  • Facilitate meetings of the PCP’s Family and Juvenile Protection Unit (FJPU) and the PCP’s Electronic Crimes Unit and the Investigation Unit to discuss coordination mechanisms between the different units and the scope for ensuring gender sensitive and specialized services on those cases throughout the process;
  • Facilitate meetings between the AGO Specialized Public Prosecution (SSP) and AGO Electronic Crimes Unit to discuss coordination mechanisms between the different units and the scope for ensuring gender sensitive and specialized services on those cases throughout the process;
  • Undertake case review at AGO and PCP to explore the applied processes, identify gaps in the processes and recommend mechanisms to fill the gaps and improve the gender responsiveness of the processes;
  • Undertake consultation meetings with CSOs and other relevant stakeholders to identify gaps on the service provision to women victims of cyber-crimes, enhance coordination and discuss referral mechanisms;
  • Draft two concept papers, one for PCP and one for AGO addressing the following two aspects: first, mechanisms needed to manage cases of cybercrimes against women, and second, main ethical principles to be adopted;
  • Develop guidelines to define clear linkages between both specialized units at the AGO and the PCP;
  • Ensure a participatory approach and interactive methods, throughout all phases of the work;
  • Regularly meet with UN Women to update on progresses and challenges of the assignment; and
  • Submit a final report that includes a description of the provided interventions, utilised methodology, analysis of results, gaps,  challenges and detailed analysis of further needs and recommendations.

Key Deliverables:  

  • A work plan, including a methodology, an outline of main interventions, targets and deliverables;

Time Frame:

The assingment is expected to start as soon as posible and end on 15 April 2019 with a total of approximate 40 working days

Required Skills and Experience

Education:

  • A bachelor’s degree in Gender Studies, Human Rights, Law, Criminology, Social Science or any other related field.

Experience:

  • At least 4 years working experience in the field of gender equality, violence against women and human rights.
  • At least 2 years’ experience in developing and delivering professional trainings and /or researches on gender sensitization and VAW.
  • At least 2 previous assignments related to cybercrimes against women and girls;
  •  At least 2 previous assignments related to developing policies, guidelines or SoPs on VAW.  
  • At least 3 years’ experience in developing and conducting professional trainings and facilitating workshops and dialogue sessions on gender- based violence for the security and justice sector;
  • Experience with the UN system or/and international organizations is an asset

Language Requierements:

Fluency in Arabic and professional knowledge of English.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • A bachelor’s degree in Gender Studies, Human Rights, Law, Criminology, Social Science or any other related field. (Max: 5 points)
  • At least 4 years working experience in the field of gender equality, violence against women and human rights. (Max: 10 points)
  • At least 2 years’ experience in developing and delivering professional trainings and /or researches on gender sensitization and VAW. (Max: 10 points)

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
