SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Human Resources Assistant supports the Regional HR Senior Officer in all activities related to Human Resources at RMO level according to SCA policies, procedures and requirements and to contribute in accountability and transparency of recruitments.

Qualifications & Requirements:

  • BBA Degree in Human Resource or related field.
  • 1-2 years relevant experience, especially within an NGO, UN agencies or similar organization.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Pashto and/or Dari, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.
  • To be Afghan Citizen

Main Responsibilities:

  • Downloading/Receiving and log CVs for vacant positions including maintenance the CVs databank in appropriate order.
  • Screening all Applications and contributing to its shortlisting/recruitment process along with coordination of Employment Committee.
  • Ensuring on time coordination of shortlisted candidates’ scheduling/Invitation for written test and/or interviews for all type of employment categories at RMO level.
  • Preparing Staff Attendance Sheets and its daily check-up.
  • Assist staff in their day to day leave process and closely follow up their leave plan and record.
  • Generate/prepare staff time sheet on monthly basis.
  • Assisting in maintaining, updating, personnel files and other related records, maintaining all HR forms and getting these accurately filled-out by the new employees
  • Updating HR database based on need
  • Assisting in preparation of monthly and quarterly HR relevant reports  
  • Assist HR Senior Officer with uploading soft copies of documents on server and back-up bank on a Weekly basis.
  • Assist HR Senior Officer in a proper onboarding of new arrival with complete induction procedures and ensuring exit formalities have taken place upon staff leaving.
  • Assist HR Senior Officer in day to day tracking system e.g. renewal of staff contracts, probation period evaluation/confirmation, recruitment tracker and other HRIS record system.
  • Assist all unit heads/focal points with monthly timesheets including checking its accuracy against staff attendance sheet and leave record.
  • Assist HR Senior Officer in performance reviews, and disciplinary actions in compliance with SCA rules and regulations.
  • Provide administrative support to the HR Senior Officer, by undertaking additional tasks and responsibilities as requested.
  • Act as HR Senior focal point in absence of HR Senior Officer.
