Core Functions / Responsibilities:

1. Monitor and track a variety of funding sources, transactions, and project expenditure. 2. Assist in monitoring and overseeing the financial management for all activities in Central African Republic, including the oversight of financial expenditure and accountability. 3. As a team member, work collaboratively and with a client-oriented approach consistent with IOM rules and regulations.

4. Ensure adequate application of IOM’s administrative instructions, and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud. Page 1 / 45. Assist in undertaking financial analysis of resources managed by the Mission and provide information and guidance as required.

6. Assist the RMO in forecasting cash flows according to activities in Central African Republic and ensure daily control of funds disbursed; verify funding is received in accordance with donor agreements.

7. Analyze and notify the RMO of unusual transactions (accounts payables, receivable and cash) and recommend processing or remedial action.

8. Assist the RMO in preparing the annual budget, in coordination with the relevant Project Managers. Monitor the budget control process and analyse variances between budget(s) and actual expenditures on a monthly basis and assist in the preparation of budgets for new projects.

9. Assist the RMO in the development and implementation of new/revised work methods, procedures, and systems.

10. Inspect payroll versus budgets, ensuring that salaries for national staff are correctly allocated to projects consistent with IOM's projectization criteria and budget lines nature and funding.

11. Support the RMO on audit and other ad-hoc reports by ensuring that required documentation is available in a timely and effective manner including archived financial documents.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Commerce, Business Administration, Accounting or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Professional experience at the national or international level in financial management including financial advisory services together with managing staff and operational systems; • Experience in accounting and budgeting;

• Broad experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;

• Experience with SAP or similar Enterprise Resource Planning software is a distinct advantage; • Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities. High level of computer literacy experience in computerized accounting systems and software.

Languages

Fluency in English and French is required. Working knowledge of the local language is an advantage.
