The Humanitarian and Fragile Contexts Branch provides global strategic direction, technical and operational support for UNFPA’s activities in all humanitarian settings, focusing on reproductive health, gender/GBV, and population and related data issues.

 

The increased demand for UNFPA to respond to humanitarian situations has led to a doubling of the organization’s humanitarian requirements, from $78 million in 2006 to $308 million in 2017 –the largest ever appeal in UNFPA history. This growing trend mirrors the global humanitarian trends. More is expected of UNFPA than ever before to provide life-saving assistance.

 

With a primary focus on monitoring/evaluation, data analysis and results-based management, this consultancy will contribute to development of humanitarian programming systems. This includes systems and tools that enhance results-based management and effective delivery of Humanitarian programming at the Global, Regional, and Country programmes levels. This also includes identifying opportunities to mainstream/institutionalize the Humanitarian operations and processes within the corporate infrastructure and help mitigate risk in related processes.

 Scope of Work

 

The incumbent will report to the Humanitarian Specialist and will undertake the following duties:

 

A.  Results focused planning, monitoring, analysis and reporting systems for humanitarian programming

·Develop technical solutions for integrating and aligning functional support systems and tools for humanitarian programme management, monitoring, evaluation, and reporting (including, but not limited to the enhancement of GPS, SIS systems for humanitarian results and the development of the UNFPA Humanitarian Portal, and portfolio review).

·Coordinate the development of the new Emergency Fund Portal phase II and MPA SIS reporting phase II; including design changes, monitoring, training requirements, and data capture.

·Coordinate the implementation and monitor of the Humanitarian Results Framework, SIS reporting.

·Manage performance data monitoring such that indicators are results-focused and provide timely input to management decision making.

·Monitor and analyse the activation all Fast-track procedures at UNFPA and the appraisal of reports on their implementation to provide annual reviews and use of these modalities.

·Support data collection and analysis of humanitarian financing trends especially in relation to UNFPA's CERF funding and its reporting to the CERF Advisory Board and UNFPA Emergency Funds and its reporting to the Executive Board.

 

B. Humanitarian operations tools and guidance

·Work closely with the Management Information Systems Branch and the Business Support team to develop or revise tools (systems) as part of the UNFPA ERP for humanitarian programme /project management, monitoring and evaluation;

·Ensure continued coordination and exchange of information with other UNFPA Divisions and units, regarding their needs for humanitarian performance information and data, and advise on best options for supporting their needs using existing and new systems under development.

·Contribute to the drafting, revising and updating of UNFPA Humanitarian operations policies, as well as any other organizational policies that would link with, or include, humanitarian elements;

C.  Perform other duties as requested by HFCB Chief OIC

 

Requirements and Qualifications:

 

·Advanced University Degree or equivalent in socio-economics, international development or other related field

·Minimum 5 years professional experience in monitoring and evaluation, programme management, or results based management

·Familiarity with Information & Communications Technology and its application in humanitarian development programming

·Ability to function effectively in a team and dedication to multidisciplinary collaboration

·Excellent writing and communication skills
