Head of Resources & Data Development in the Division for Cooperation with the Movement

Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

As a member of the senior management team of DIR_GEN_MOUV, the Head of Movement Resources & Data leads the transformation, development and management of critical support functions of the division, i.e. Human Resources Management, Learning and Development, Result Based Management (RBM) and the implementation of the Data Management Model. S/he links with all relevant organizational units in house to drive the division's efforts to enable the necessary change required to implement the 2019-2022 institutional strategy by investing in people, data, learning and better planning and information management.

Main duties and responsibilities

  • Enhances and contributes to the overall analysis of Movement dynamics by enabling monitoring and hence reinforcing informed, evidence based decision making.
  • Provides forward looking strategic thinking in view of ICRCs engagement with the wider Movement.
  • Enables efficient Talent management in close collaboration with the Deputy Head of Division, Operations and Partnership.
  • Leads the transformation of the division's approach towards learning and development of its own pool, wider ICRC staff as well as relevant NS staff.
  • Leads the division's effort to optimise data development, management and governance and to enable evidence based decision making in view of collaboration with Movement partners. Leads the division's efforts towards performance management including ensuring division and Cooperation file holder competence enhancement.
  • Contributes to translating the ICRC institutional strategy to MOUV work priorities which incorporate Results-Based Management (RBM) practices.
  • Guides the MOUV data team in managing the relationship with all relevant units and teams at the IFRC GVA HQ, and with relevant NS as well as possibly external partners.
  • Manages and supervises a team of two colleagues working on data (Movement data coordination and data analysis), two colleagues working on LnD transformation (a learning advisor as well as a trainer reporting to the advisor) as well as a talent manager, secretariat staff esp. with a view to information management.


  • Internally, interacts with Movement Cooperation staff in the field and HQ, particularly Heads of Movement Cooperation Sector and thematic file holders. Also interacts with teams outside the Division that are involved in Human Resources Management, Learning and Development, RBM and the implementation of the Data Management Model.
  • Externally, interacts with the IFRC on data management and learning and development, as well as with relevant National Societies (in particular re data).

Education and experience required

  • University master's degree or equivalent.
  • 15+ years' professional experience, including at least 5 years in managing support functions, preferably in either ICRC, IFRC and/or National Society;
  • Confirmed experience in management of teams and budgets.
  • Good understanding of the dynamics within the Movement.
  • Experience of strategic analysis and planning at HQ level;
  • Excellent command of English and at least working level in French.

Desired profile and skills

  • ICRC HQ experience an asset.
  • Good knowledge of ICRC operational and partnership working modalities an asset.
  • Strongly motivated by humanitarian work
  • Able to work under pressure in a potentially dangerous environment
  • Computer proficiency.
