Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Under the overall guidance of the Chief of Mission and the direct supervision of the Head of Migrant Protection and Assistance Unit, the successful candidate will assist the Head of Migrant Protection and Assistance Unit in the completion of the refurbishment process of a migrant dedicated space within IOM Algeria premises. Specifically, he/she will build a detailed Bill of Quantities (BoQ) based on the actual needs of the migrant space; assist in the development and launch of a call for bidders and the selection of a bidder/contractor to complete the work; and finally, assist in supervising the progress and finalization of the refurbishment process. Core Functions / Responsibilities:

In particular, the successful candidate will be responsible for the following tasks: 1. Build a detailed Bill of Quantities (BoQ) based on the actual needs of the migrant space within IOM Algeria premises.

2. Develop architectural and electromechanical drawings as required.

3. Draft instructions to bidders, including specifications, brands, details of the items to be used/purchased, etc.

4. Provide a time schedule on the expected duration for the work completion. 5. Provide a cost estimation based on the itemized BoQ.

6. Assist the Head of Migrant Protection and Assistance Unit in developing and launching the call for tenders, as well as organize and conduct pre-bid meetings with the bidders if required. 7. Conduct site visits with the contractors/bidders who are interested in the call for tenders. 8. Follow-up with the selected contractor/bidder on the completion of the paperwork. 9. Monitor the work progress on daily basis with the selected contractor/bidder. 10. Provide progress reports on the work completed.

Page 1 / 411. Receive and evaluate the invoices as provided by the selected contractor/bidder and give the green light to IOM to issue the payments or to deduct in case of incomplete work. 12. Revise and submit variation orders in case of need.

13. Receive the completed work from the selected contractor/bidder and prepare the provisional and final acceptance certificates of the work.

14. Perform such other duties as may be required.

Tangible and measurable outputs of the work assignment

• Develop a detailed Bill of Quantities (BoQ) based on the actual needs of the migrant space within IOM Algeria premises, together with architectural and electromechanical drawings; • Develop instructions to bidders, including specifications, brands, details of the items to be used/purchased and a time schedule;

• Provide a cost estimation based on the BoQ;

• Develop a call for tenders;

• Organise pre-bid meetings with the bidders;

• Supervise the selected contractor/bidder and follow-up on the completion of the work on a daily basis;

• Develop progress reports on the work progress and completion;

• Evaluate the invoices and advise IOM on the relevant payments.

Realistic delivery dates and details as to how the work must be delivered

The detailed workplan and delivery dates will be confirmed directly with the consultant. • Develop a detailed Bill of Quantities (BoQ) based on the actual needs of the migrant space within IOM Algeria premises, together with architectural and electromechanical drawings – within 1 week of the starting date;

• Develop instructions to bidders, including specifications, brands, details of the items to be used/purchased and a time schedule – within 2 weeks of the starting date;

• Provide a cost estimation based on the BoQ – within 2 weeks of the starting date; • Develop a call for tenders – within 2 weeks of the starting date;

• Organise pre-bid meetings with the bidders – within 4 weeks of the starting date; • Supervise the selected contractor/bidder and follow-up on the completion of the work on a daily basis – within 4 weeks of the starting date;

• Develop progress reports on the work progress and completion – within 8 weeks of the starting date;

• Evaluate the invoices and advise IOM on the relevant payments – within 10 weeks of the starting date.

Performance indicators for evaluation of results

The Consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered. • Satisfactory completion of the tasks indicated in this ToRs;

• Planning for the development of the BoQ and launch of the call for tenders; • Quality of the BoQ, call for tenders and progress reports;

• Timely and regular supervision of the work progress and completion.

Education

• Bachelor’s degree in Architectural Engineering / Building Engineering and/or related field from an accredited academic institution.

Experience

• A minimum of 2 years of relevant experience;

• Experience in working with governmental authorities, UN agencies and/or donor agencies is an asset.

Languages

Fluent in spoken and written English or French.
