Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Project Manager, the successful candidate will be responsible and accountable for assisting with the planning, coordination, supervision and implementation of Information Management (IM) activities, Displacement Tracking Matrix (DTM) and other human displacement and mobility data collection, as well as contributing inputs for the development and implementation of the corresponding global standard methodological and technological solutions. More specifically and in the framework of the joint initiative for the EU Trust Fund for Africa and other EU funded projects s/he will:

Core Functions / Responsibilities:

1. Coordinate and contribute to IM support to emergency or assistance operations related to migration influxes and/or presence including on data management, production of information products, and design and implementation of technological solutions for IM purposes. 2. Review existing IM mechanisms, including mobility tracking, flow monitoring, site assessments, and other information gathering systems. Work in close collaboration with the Page 1 / 4Regional Office to contribute to the development of improvements in methodologies and assessment tools.

3. Compile, clean and perform preliminary analysis of collected data. Draft sections of reports on the findings of population tracking exercises and IM, Migrant Profiles, Migratory Intention surveys, Transhumance movements, Migratory assessments, mobility trends, etc., and contribute to the development of other useful reports for internal and external stakeholders. 4. Organize appropriate capacity-building activities on topics related to IM such as impact on receiving populations and human rights concerns.

5. Supervise and provide guidance for field assessments with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.

6. Prepare maps of the identified conditions and needs in areas affected by displacements. 7. Coordinate and contribute to the development and production of information products on DTM and other IOM activities, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.

8. Provide technical support to all IOM units in the mission in the development, implementation and evaluation of data and information management activities; identify related problems and issues to be addressed and propose alternative solutions.

9. Regularly monitor, propose and implement all necessary modifications in compliance with the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security

10. Supervise IM support staff and prepare and organize training for staff on IM project activities on a regular basis.

11. Participate in various meetings, events and relevant global interagency working groups. 12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management, Political or Social Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in humanitarian emergencies.

• Strong experience in writing quantitative and qualitative reports.

• Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets. • Experience in Information Management, emergency humanitarian operations management and coordination of information flows, data collection methodology (sampling, methods, etc.) data management including collection, storing, processing, and analysing data to generate information products.

• Demonstrated ability to supervise and manage staff and activities at an operational level in humanitarian emergencies and/or major data collection operations.

• Experience in the development and implementation of population database systems (such as Page 2 / 4registrations, census or surveys).

• Experience and skills to analyse statistical information; Expertise on data processing and analysis software (MS-Excel, SPSS, Tableau or others).

• Ability to compile and holistically analyse diverse datasets.

• Knowledge in advanced data visualization and information design skills. • Experience in GIS a plus.

• Experience with handling confidential data.

Languages

Fluency in English and French is required. Working knowledge of a local language is an advantage.
