Context:

IOM is a major actor in post-conflict recovery and reconstruction, and as such is heavily involved in livelihood development and job creation programmes. IOM’s strengths lie in its field presence around the country and operational capacity to rebuild community infrastructure, conduct vocational and other trainings, providing grant funding at local level to support business development and a variety of other areas key to recovery. Crucially, lack of economic opportunity—even more than ideology—is cited as a major push factor leading to recruitment of youth by violent extremist groups.

Under the overall supervision of the Chief of Mission and the direct supervision of the Head, Return and Recovery Unit (RRU) for IOM Iraq and in coordination with the Senior Emergency and Programme Coordinator/Head of Programmes, the successful candidate will be responsible for the technical guidance and advice under the livelihoods and job creation pillar of IOM’s programmes supporting Internally Displaced Persons (IDPs), return and community recovery and reconstruction. S/he will work in close coordination with other thematic specialists, field staff, partner agencies and government in guiding implementation of the different projects within the return and recovery portfolio.

The livelihoods and job creation portfolio primarily consist of providing support to small and medium businesses through an Enterprise Development Fund (EDF). The EDF is a grant mechanism to drive large-scale job creation through private sector recovery. IOM intends to Page 1 / 4provide financial support to small and medium enterprises (SMEs) on a rolling basis across Iraq, according to evaluation of needs, business plan and potential for job creation of businesses. IOM requires technical support to develop rigorous approaches and tools and to support adherence to processes by IOM staff.

Core Functions / Responsibilities:

Technical quality and programme implementation

• Ensure appropriate methodologies and technical approaches are developed and implemented for all job creation and livelihoods programme activities.

• Provide direction and technical oversight of and monitor staff in their implementation of job creation and livelihoods technical activities.

• Identify opportunities to grow the job creation and livelihoods pillar including existing gaps/ beneficiary needs and areas for innovation and expansion, including through market assessments and private and public-sector partnerships.

• Along with programme staff and the Technical Unit/Advisors, support the development of Standard Operating Procedures and Guidance Notes for programme activities.

• Build and manage a pipeline of enterprise applications, critically screen enterprise proposals and applications, including conducting due diligence and maintain appropriate documentation. Negotiate and prepare agreements with enterprises.

• Engage with and build relationships with enterprises Assist the Programme Coordinator to correspond with enterprises, as well as managing those relationships.

• Perform data management and conduct analysis and research in relation to EDF applications/ enterprises, internal processes and M&E of EDF programme. Make programme recommendations based on analysis.

Human Resource Management

• Provide technical direction and managerial oversight of Livelihoods staff, and technical guidance and support to staff across other sectors as required.

• Build capacity of the livelihoods team support methodologies, as well as project management capacity, both individually and through conducting/coordinating staff training exercises. Project planning, monitoring and reporting

• Support proposal development process for economic recovery programming as needed. • In coordination with Economic Recovery technical staff undertake regular monitoring and modification of ongoing programming as required.

• Contribute to donor reports as per agreed-upon schedules (monthly, quarterly and/or annually) on activities, indicators and achievements.

• Assist in ensuring compliance with IOM and donor requirements including guidelines, rules, and regulations, such as the field procurement manual.

• Provide guidance and advice to the Programme Manager, Project Managers and Project Development Unit in preparing narrative reports and project proposals as required by the donor and IOM.

• Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Business or Public Administration, Finance, Development Studies, International Relations, Private Sector Development, Rural Development or a related field from an accredited academic institution with five years of relevant professional experience; Page 2 / 4or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Operational experience in financial inclusion / microfinance / small business lending; • Work experience in making grants or investments and/or field experience in developing countries;

• Experience in interventions aimed at enhancing socio-economic conditions of vulnerable populations, such as micro-finance, private sector development, local economic recovery, employment promotion, agricultural development, entrepreneurship building, vocational and technical education, and training or poverty reduction;

• Experience or understanding of development finance, public-private partnerships in developing countries, public sector financing mechanisms of the private sector, etc., is highly advantageous;

• Experience in liaising with government authorities, other national/international institutions and NGOs, and building effective partnerships with private sector;

• Previous working experience in the Middle East and Northern Africa region is highly advantageous. Work experience in a developing country context with local company, investment firm or start-up is;

• Working knowledge of rigorous impact measurement, programme monitoring and evaluation, and cost-effectiveness analysis, commitment to evidence-based decision-making and social impact evaluation.

Languages

Fluency in English is required. Working knowledge of Arabic and/or Kurdish is an advantage. Desirable Competencies:
