OBJECTIVES OF THE PROGRAMME

The mission of the Department of Immunization, Vaccines and Biologicals (IVB) is to work towards a world in which all people are vaccinated against vaccine preventable diseases. The overall work of the department is distributed in three main areas\:

1. Initiative for Vaccine Research Team (IVR) that provides leadership on the research activities to develop new or improved vaccines against diseases of public health importance and to facilitate their introduction and use.

2. Immunization policy that provides guidance and norms for vaccine roll-out (Director's Office, DO).

3. The Expanded Programme on Immunization Team (EPI) whose work is aimed at developing strategies for maximizing the use of vaccines and their delivery; supporting regions and countries in acquiring the necessary skills, competence and infrastructure to implement policies and strategies and achieve disease control, elimination and eradication objectives.

DESCRIPTION OF DUTIES

Multi stakeholder post 2020 Global strategy for immunization and vaccines\:

- Implement a partner engagement strategy and high-level consultation process with global, regional and country immunization and non-immunization stakeholders to align on a global vision for immunization and vaccines by 2030 and to define priorities over the next decade.

- In the process, ensure linkages with other broader WHO led strategies post-2020 (SDG3 Roadmap, UHC-2030 plans) and the engagement of non-immunization stakeholders (Gavi, Global Fund, CDC, UNICEF, World Bank, UNITAID, etc.).

- Establish a platform under the overall coordination of the IVB Director to develop a detailed multi-stakeholder Global Strategy for immunization and vaccines, including the oversight of internally and externally led technical working groups leading the development of sub-strategies on specific technical priorities for the strategy period.

- Coordinate the endorsement phase of the post-2020 global vaccines and immunization strategy once developed including the endorsement by the high-level steering committee led by the Deputy Director General of Programmes (DDP), by the Strategic Advisory Group of Experts on immunization (SAGE), by WHO's Executive Board (EB) and the World Health Assembly (WHA).

- Coordinate the launch and roll-out phase including any advocacy and communications around the launch of the new strategy and leveraging the SAGE for tracking progress and reporting to the World Health Assembly (WHA).


WHO immunization strategy and operating model to drive impact in countries by 2023.

- Coordinate and lead the development of a WHO specific immunization strategy aligned with GPW13 for the period 2019-2023. This includes working directly with WHO Immunization Regional Advisers from all 6 WHO Regions to\: (a) ascertain the priorities where each will step up immunization leadership;

(b) define their approach to drive impact in countries of region based on a regionally endorsed maturity categorization methodology;

(c) highlight the regional specific global public goods that WHO will drive for immunization; and

(d) identify the Organizational shifts needed to deliver on the overall strategic priorities of WHO by 2030.

- Develop an operationalization strategy for WHO to drive and monitor impact in priority countries by translating each regional immunization maturity grid approach into a tailored packages of impact oriented immunization interventions for each country and determining if WHO country offices are right-sized to effectively deliver on immunization results.

- Coordinate and implement a pilot project in 1-2 priority countries to test the new WHO country office operating model based on the immunization maturity grid and leveraging country targeted external assistance to right-size the WHO country office technical assistance to drive immunization outcomes and results (incl. leveraging Gavi targeted country assistance funds).

- Support the development of biennium programme budget estimates for each region as part of the one-WHO immunization strategy 2019-2023.

 

WHO Immunization investment cases and value proposition to achieve UHC and SDG.

- Coordinate and develop a WHO Immunization Investment Case articulating the investment needs to WHO at all levels, for the programme to delivery on the WHO strategic objectives (the 3 billion) by 2023 as a basis for IVB fundraising and resource mobilization efforts.

- Provide technical guidance to WHO Regional Offices towards supporting Member States estimate their needs for investing in immunization as part of the post-2020 strategy.

- Implement a partner engagement strategy for technical inputs and alignment of methodologies for the Investment Cases including coordinating expert technical working groups.

- Develop a global monitoring framework for tracking future immunization investment towards UHC and SDG objectives.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced level university degree (Masters level or above) in public health, health policy, health economics or development economics.

Experience

Essential\: At least ten years' experience in public health policy in immunization and/or the control of vaccine preventable diseases which at least five at the international level. Experience in working with development partners on the planning, implementation and monitoring and evaluation of immunization strategies and programmes. Experience working with Ministries of Health on the development, planning, financing, implementation and evaluation of national immunization programmes. Experience working with international organizations, donors and international technical agencies. Experience effectively managing technical working groups.
Desirable\: Experience in working with Regional and country level immunization and/or health systems programmes. Experience in working in international partnership and achieving consensus with multi-stakeholder groups. Experience in working on cutting-edge research on innovative immunization delivery technologies and supply chain solutions.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5318 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
