Context:

Under the overall supervision of the Head of Operations and the direct supervision of Information Management Unit Coordinator, in close coordination with the Transition and Recovery Unit Coordinator, the successful candidate will primarily be responsible for developing and maintaining a high quality interactive website. The website will house and present – in a systematic and professional manner – reports, pictures, datasets, and an interactive map among other Transition and Recovery Unit (TRU) programme outputs as part of the Third-Party Monitoring (TPM) Project of the World Bank.

Core Functions / Responsibilities:

1. Draft a workplan complete with tasks and timelines focusing on the life cycle of Website Development Process from; requirement identification & analysis; layout design & development; content writing; coding; testing; implementation; go-live and maintenance of the proposed website.

2. Throughout the Website Development Life Cycle, call for periodic technical meetings to share information on the progress of the development of the business solution and receive feedback from client department: Transition and Recovery Unit (TRU).

Page 1 / 43. Gather and analyse requirements from Transition and Recovery Programme Coordinator and staff to prepare a Website Requirements Specification document and a Sitemap to be jointly approved for development by TRU and IMU.

4. Taking into account IOM ICT Standards, policies and guidelines including the IOM Data Protection Principles, code and design the website layout to meet to the user requirements captured in the Website Requirements Specification document. This will include an embedded interactive map (tableau or presenting datasets and reports module.

5. Carryout robust testing of the website by collecting feedback from TRU Programme Coordinator and staff to identify and solve problems, make improvements, fix identified bugs and correct system defects and malfunctions.

6. Draft a detailed technical documentation and conduct training to the identified IMU staff(s) who will identify as alternate website administrator. Prepare user manuals and conduct a corresponding training for TRU staff on how to use and upload content on the website. 7. Rollout the website and application system and provide user support until users are comfortable using the website. Continue maintenance of the website to prevent and minimize downtime or service interruptions.

8. Update and manage the content on the website in close coordination with the TRU/TPM team regularly.

9. Set-up and manage a database system that will house all the assessment datasets. 10. Carryout regular cleaning of data of assessment datasets as they trickle in from the field, in close coordination with the TRU/TPM team.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Software Engineering, Information Technology or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in cooperate business database, application development, windows and web-based application development for process flow management;

• Experience in MS SQL, C#, ASP.NET MVC application development and data management is required;

• Experience in MySQL, PHP and extensive knowledge of contents management system packages, open source frameworks (JavaScript/AJAX, HTML5, ExtJS, Angular, React, etc.), and programming API is an advantage;

• Experience in visualising datasets on online software (Tableau, PoweBI); Extensive knowledge in Microsoft Applications and Microsoft Dynamics Certificate is an advantage. Languages

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.
