INTRODUCTION 
 
 
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration. 
 
 
Background  
 
The Regional Durable Solutions Secretariat (ReDSS) is a coalition of 13 NGOs working in the search of durable solutions in East Africa. ReDSS Secretariat is hosted by DRC and based in Nairobi with country units in Somalia and Ethiopia. ReDSS is a coordination and information hub that focuses on research and knowledge management, program support, capacity development, learning, and policy influencing. The Knowledge Management Specialist will be seconded to the Government of Ethiopia’s National Coordination Office (NCO), providing knowledge management expertise in support of the implementation of a comprehensive refugee response. This role will work closely with NCO, ARRA and other stakeholders in the government, directly engage with UN bodies and NGO partners working on durable solutions, and will bring together humanitarian, development, peace building and private sector actors to support the government-led vision of supporting DACs towards greater integration and self-reliance.  
 
 
 
Overall purpose of the role:   
 
ReDSS Knowledge Management Specialist (Addis Ababa) will be seconded to the NCO’s Knowledge Management (KM) Unit under the NCO’s head of KM, where s/he will serve as a vital resource in providing evidence-based integrated and sustainable solutions for Displacement Affected Communities (DACs) in Ethiopia. This will include the development, oversight, reporting and maintenance of learning systems and tools that support effective knowledge management, and identifying lessons learnt to improve policies and programming in the search of durable solutions. 
 
 
Responsibilities: (group around key responsibility areas with bullet points under each responsibility area) 
 
Support to relevant Ethiopian government institutions and staff  
 
  • Enhance the knowledge management capacity of the National Coordination Office (NCO) to inform planning and policy development by promoting the use of evidence and learning to inform development-oriented solutions for refugees and host communities 
  • Support ensuring that knowledge (existing and newly generated through the CRRF process in Ethiopia) is readily accessible to all parties – including through pro-active outreach to stakeholders 
  • Contribute to trainings provided for government and other key stakeholders on issues related to durable solutions, local integration, integrated programming, and other needs identified as knowledge and knowledge management gaps 
  • Facilitate peer-to-peer learning between NCO staff and relevant stakeholders, and provide mentoring and coaching support to NCO counterparts 
  • Ensure that adaptive learning and adaptive management are at the center of the NCO’s activities, thus bringing flexibility and responsiveness to changing contexts and needs  
  • Serve as a resource for the NCO on durable solutions and CRRF-related research and information in-country being generated, compiled and used by a wide range of partners, as it relates to durable solutions for displacement-affected communities 
  • Work with technical committees, KM unit colleagues, and other government counterparts, to ensure that a comprehensive plan for developing and disseminating knowledge / learning is developed and utilized as it relates to durable solutions and the implementation of the CRRF 
 
Production and dissemination of knowledge and information products, analytical and policy briefs  
 
  • Contribute to national level learning through bi-annual learning events on specific technical pledge-related issues in partnership with key stakeholders    
  • Contribute to an ‘Annual Reflection Week’ to collectively reflect on progress and challenges to inform real time adaptation and decision-making processes and to adapt strategies accordingly 
  • Compile quarterly updates on the CRRF process to inform external stakeholders  
  • Compile and synthesize information and data, and manage the production and dissemination of a diverse range of information products on behalf of the NCO, including but not limited to info graphics, reports, maps  
  • Support the NCO to develop a system for Knowledge Management, including regular updates 
  • Produce regular analytical and policy briefs on developments, trends and outcomes of displacement and solutions in the region 
  • Create a dissemination structure with clear coordination mechanisms, to share regular analysis and information/ update on displacement and solutions in the region 
 
Support and contribute to the management of knowledge sharing within the NCO and government actors 
  • Facilitate and coordinate knowledge sharing activities between and the NCO and actors at national and regional level encompassing both real time learning and longer term lessons learnt processes 
  • Integrate a flexible, collaborative and iterative learning approach into NCO activities, including the creation of innovative learning tools such as online tutorials, webinars etc. while ensuring quality standards of all knowledge products according to agreed standards and guidelines 
  • Undertake case studies on lessons learnt from measurement of impact, sectorial/thematic issues and analysis of actions including learning from failure. (ReDSS learning framework can provide guidance) 
  • Disseminate and promote the utilization of key research priorities and case studies both internally and externally to stakeholders  
  • Track knowledge uptake and its impacts in DS programming and feed this to the CRRF M&E approach

PERSONAL SPECIFICATIONS 
 
Experience and technical competencies: (include years of experience)  
 
  • 5-7 years of experience in similar positions involving knowledge management, research and communications; requiring analysis and presentation of complex information in a simple and accessible manner 
  • Extensive experience in working with governmental structures, and familiarity with the context of displacement-related issues and the humanitarian / development nexus in Ethiopia 
  • Experienced in data and information retrieval and management – including its organization for ease of access to a wide range of stakeholders 
  • Effective facilitator and proven competencies in capacity development  
  • Experience in project planning, monitoring and implementation activities 
  • Knowledge and experience in budget monitoring responsibilities at department or project level 
  • Strong analytical and writing skills with proven experience in producing high quality external policy and communication materials and ability to handle complex issues 
  • Excellent coordination, information management, inter-personal and facilitation and communication skills to build trusted relationships with a wide array of humanitarian and development partners, donors, Government agencies, etc. 
  • Flexibility, proactive engagement, ability to work under pressure and to demonstrate high tolerance for change, complexity and unpredictability

  • University degree (minimum) and preferably a Master’s degree in relevant field
