The scope of this Call of Expressions of Interest is to build a Roster of qualified personnel (internal or external to FAO) for ready deployment in case of L3 emergencies.

 

Organizational Setting

The Emergency and Rehabilitation Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. TCE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. TCE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. TCE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5).

 

 

Reporting Lines

The General Advisor will report to the FAO Representative (FAOR), under the functional guidance of the Emergency and Rehabilitation Officer, TCE and the technical guidance of the (Sub) Regional Fishery and Aquaculture officer(s) and the FAO Fisheries and Aquaculture Department. Any boat-related work must be supervised by the Fishing Operations and Technology Branch (FIAO) of the FAO Fisheries and Aquaculture Department.

 

Technical Focus

Lead and coordinate the fishery and aquaculture field programme in the country of assignment.

Effective and efficient coordination and timely provision of technical support to the fishery and aquaculture field programme and project activities.

 

Tasks and responsibilities

  • Provide technical leadership to the FAO  (post-)emergency rehabilitation and resilience programme in  fisheries and aquaculture sub-sectors (in marine/inland waters)\:
  • Prepare FAO’s Plan of Action and strategies for the rehabilitation of the fishery and aquaculture sector.
  • Support FAO fishery and aquaculture emergency rehabilitation project development and implementation (under the resilience programme of FAO’s Strategic Programme 5).
  • Provide technical support and guidance to the national fisheries and aquaculture sector unit (including project design, implementation, monitoring and evaluation) to support the effective delivery of FAO fishery and aquaculture projects.
  • Provide guidance, briefing and information to FAO project national consultants, concerning implementation issues as they arise.
  • Prepare documents, strategies, policies and presentations for FAO implementation of emergency rehabilitation interventions in the fishery and aquaculture sectors.
  • Provide technical and policy advice for the post emergency and future development of the fishery and/or aquaculture sub-sectors\:
  • Advise FAOR on the design and implementation of fisheries and/or aquaculture sector strategies and linkages to ongoing and planned programmes. 
  • Investigate and identify bottlenecks for the sector’s development, and interest of resource partners with respect to addressing these bottlenecks.
  • Advise national and local authorities on the development and implementation of their respective plans for the fisheries and/or aquaculture sector.  
  • Guide and support coordination, provision of technical advice to development partners in the  fishery and aquaculture sub-sectors\:
  • Provide fishery and aquaculture sector relevant technical advice.
  • Support the coordination of activities with other development partners and stakeholders and encourage/promote implementation of a common overall approach to interventions in the fisheries and aquaculture sector through harmonization and joint strategies.
  • Promote best practice (technical and policy) related to sector rehabilitation and development.
  • If applicable, work with partners to establish a fisheries and/or aquaculture technical working group to harmonise and better coordinate strategies, interventions and approaches in the national fisheries and aquaculture sector.
  • Ensure timely dissemination of required information to the donor community, UN agencies, NGOs, national authorities and all partners involved in the fisheries and aquaculture sector development and support.
  • Attend, make presentations and prepare documents for donor conferences and meetings.
  • As directed by the FAOR, the Fishery and Aquaculture Operations Officer will liaise with donors and provide advice and recommendations to the FAOR with regard to resource mobilization.
  • Provide assistance, as required and appropriate, to FAO implementing partners.
  • Carry out other related duties as required or requested by the FAOR.

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

 

Minimum Requirements

  • Advanced degree in fisheries and/or aquaculture studies.
  • Seven years relevant experience.
  • Working knowledge of English, limited knowledge of a second official language of the Organization would be an asset, according to the country of assignment.
