Organizational Setting
 
FAO Ethiopia, in support of the Government of Ethiopia, has developed a PRO-ACT proposal funded by EU with an overarching goal to contribute to enabling enhanced cost-effective, resilient and sustainable food security and nutrition solutions for the vulnerable Households living in Pastoral areas. The project encompasses three components\: (i) Institutionalization of the Integrated Food Security Phase Classification (IPC), (ii) DRM mainstreaming into the Agricultural sector and coordination between the Federal and regional levels, (iii) and support to the national productive safety nets programme (PSNP). The IPC component will work with the Government of Ethiopia, through its National Disaster Risk Management Commission (NDRMC) to ensure improvements in the area of Food Security, Nutrition and Early Warning Information Systems (FSNEWS).  This IPC Food Security Analysts position will be responsible for leading the food security analysis useful for the IPC to facilitate successful delivery of the IPC component.
 
Reporting Lines
 
Under the overall supervision of the FAO Representative (FAOR) in Ethiopia, the direct supervision of the Technical Officer, and in coordination with other key teams in FAO and within Government of Ethiopia, the IPC National Food Security Analyst will provide overall coordination leadership in the implementation of IPC FSNEWS programmatic area of FAO in Ethiopia.
 
Technical Focus
 
The incumbent will provide services related to facilitating field food security assessments, rapid assessment missions and IPC Analysis workshop to come up with food security classifications.  The work will entail working with regional IPC teams to achieve the project objectives.
 
Tasks and responsibilities
 
The IPC National Food Security Analyst will provide Food Security analysis leadership in the implementation of IPC Component of the project. In particular, the incumbent will\:
  • Lead in gathering and collating required evidence from different sources and re-analysis following IPC protocols for use in IPC analyses;
  • Ensure the technical integration of key analytical sectors for food security analysis including statistics, economic analysis, nutrition, agriculture and HEA;
  • Support in providing technical guidance, to government counterparts and other partners in relation to improved methods and techniques in food security analysis and early warning;
  • Support in developing a comprehensive work plan for assessments and IPC analysis for the project component focusing on IPC analysis linked to HEA seasonal assessments;
  • Support in developing IPC analyses strategy, following the IPC analytical framework, that links HEA outcome analysis and other hazards collected periodically to IPC analyses;
  • Design mechanisms by which IPC analysis is linked with other partners’ food security information analyses and dissemination as well as linkages with decision making process;
  • In collaboration with NDRMC, maintain and expand the network of stakeholders related to food security and nutrition analyses;
  • In collaboration with NDRMC, support the development of policy briefs related to food security and early warning information system;
  • Support in establishing a strategy for the institutional set-up of data collation and consolidation that ensures timely and relevant data for IPC analyses is available;
  • Support in identifying the most relevant stakeholders for food security information and assess past and current activities implemented by those stakeholders;
  • Support in awareness raising efforts of the government and other partners on the need for efficient food security information data collection and analysis for decision support;
  • Support the team on developing strategic directions including conceptual frameworks, methods and communication strategies;
  • Represent the project to governmental and non-governmental groups as needed and agreed with the Technical Officer;
  • Regularly update the Technical Officer on work plan progress and support in producing relevant project reports;
  • Perform other tasks needed for the effective implementation of the project as appropriate.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements\:
  • University degree in Agriculture, Food Security, Livelihoods, Development Economics, Livestock Veterinary or in a related technical discipline.
  • Five years of experience in analysis of food security, livelihoods and development contexts with good knowledge of Household Economy Analysis (HEA) and other livelihoods analytical approaches.
  • Working knowledge of English.

    Selection Criteria\:
  • Extent and depth of knowledge and experience working with NDRMC and coordination of multi-stakeholder seasonal assessments;
  • Demonstrated ability to work with multi-disciplinary teams;
  • In-depth knowledge and demonstrated expertise in HEA methodology, food security analysis, household surveys, market analysis, livelihoods-based analysis and food security policies in Ethiopia;
  • Demonstrated ability to implement a variety of analytical methodologies / techniques;
  • Demonstrated capacity to support, advise and guide training processes on Food Security Analysis;
  • Demonstrated ability to prepare work plans, budgets and report;
  • Demonstrated ability to liaise with multiple UN, NGOs, governmental, and media agencies;
  • Strong communication, writing and presentation skills in English and Amharic.
