Organizational Setting
 
FAO Ethiopia, in support of the Government of Ethiopia, has developed a PRO-ACT proposal funded by the European Union (EU) with an overarching goal to contribute to enabling enhanced cost-effective, resilient and sustainable food security and nutrition solutions for the vulnerable households living in Pastoral areas. The project encompasses three components\: (i) Institutionalization of the Integrated Food Security Phase Classification (IPC), (ii) Disaster Risk Management (DRM) mainstreaming into the Agricultural sector and coordination between the Federal and regional levels, (iii) and support to the national productive safety nets programme (PSNP). The IPC component will work with the Government of Ethiopia, through its National Disaster Risk Management Commission (NDRMC) to ensure improvements in the area of Food Security, Nutrition and Early Warning Information Systems (FSNEWS).  This Integrated Food Security Phase Classification (IPC) National Capacity Building and Coordination Officer is a key position that will be responsible for leading IPC roll-out through capacity building and coordination activities including organizing IPC trainings for partners both at federal and regional levels, liaising with IPC support mechanisms including Regional IPC and Global IPC for capacity building initiatives, organizing regular IPC coordination meetings and maintaining a manual database for IPC trainees that need to be certified through the different levels. The position will also be responsible for maintain very close coordination of the IPC activities with Ethiopia IPC technical working group.
 
Reporting Lines
 
Under the overall supervision of the FAO Representative (FAOR) in Ethiopia, the direct supervision of the Technical Officer, and in coordination with other key teams in FAO and within Government of Ethiopia, the IPC National Capacity Building and Coordination Officer will provide overall coordination and capacity building leadership in the implementation of the IPC Food Security and Nutrition Early Warning Information Systems programmatic area of FAO Ethiopia.
 
Technical Focus
 
The incumbent will provide leadership in capacity building and coordination services related to IPC and Food Security, Nutrition and Early Warning Systems.
 
Tasks and responsibilities
 
In particular, the incumbent will\:
  • Develop a comprehensive work plan for the project component focusing on capacity building of targeted institutions both at the federal and regional level;
  • Strategically engage regional and federal stakeholders in consultation with NDRMC to identify capacities available for implementation of IPC;
  • Prepare the work plans and budget for regional level capacity building aligned to the project work plan and the NDRMC work plan;
  • Coordinate, monitor and follow-up the institutional set-up of data collation and consolidation that ensures timely and relevant data for food security analyses is available;
  • Support in organizing and conduct seminars, workshops and meetings for IPC awareness raising and capacity building in coordination with NDRMC;
  • Contribute to the monitoring of project component outputs, and ensure both institutional and technical capacities are available for quality and timely implementation of IPC;
  • Contribute to assess the food security and nutrition capacity gaps, including institutional capacity needs, and design strategy for capacity development;
  • Support with establishing, maintaining and coordinating effective linkages between different stakeholders involved in food security and nutrition Early Warning(EW) systems at federal and regional levels;
  • Contribute to planning, scheduling and coordinating international, national and FAO technical support services as per agreed work plans, develop TORs where required, and ensure necessary clearances;
  • Represent FAO in NDRMC meetings and other forums related to food security, nutrition and EW;
  • Assist the NDRMC to produce/distribute food security and nutrition analysis EW reports and briefing forums on a regular basis;
  • Perform other duties as required.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements\:
  • University degree in Agriculture, Project Management, Economics, Veterinary Science or related subjects;
  • Five years of experience in planning, monitoring and coordination of projects related to humanitarian response, food security and early warning;
  • Working knowledge of English.

    Selection Criteria\:
  • Extent and relevance of  experience in capacity building, facilitating trainings and assessments planning;
  • Relevant experience in preparation of multi-annual work plans, budgets, progress monitoring and evaluation;
  • Extent and depth of knowledge and experience working with NDRMC and coordination of multi-stakeholders;
  • Demonstrated competence to support institutional capacity building processes;
  • Demonstrated ability to liaise with multiple UN, NGOs, governmental, and media agencies;
  • Breadth of coordination experience and demonstrated ability to prepare work plans, budgets and report;
  • Strong communication, writing and presentation skills in English and Amharic.
