Organizational Setting
 
FAO Ethiopia, in support of the Government of Ethiopia, has developed a PRO-ACT proposal funded by the European Union (EU) with an overarching goal to contribute to enabling enhanced cost-effective, resilient and sustainable food security and nutrition solutions for the vulnerable households living in Pastoral areas. The project encompasses three components\: (i) Institutionalization of the Integrated Food Security Phase Classification (IPC), (ii) Disaster Risk Management (DRM) mainstreaming into the Agricultural sector and coordination between the Federal and regional levels, (iii) and support to the national productive safety nets programme (PSNP). The IPC component will work with the Government of Ethiopia, through its National Disaster Risk Management Commission (NDRMC) to ensure improvements in the area of Food Security, Nutrition and Early Warning Information Systems (FSNEWS).  This IPC National Food Security Information Systems officer is a key position that will be responsible for maintaining a database for food security and nutrition information systems and early warning information that will be used in the food security analysis process to produce the IPC products. The position will also be responsible for producing key secondary analyses and IPC maps.
 
Reporting Lines
 
Under the overall supervision of the FAO Representative (FAOR) in Ethiopia, the direct supervision of the Technical Officer, and in coordination with other key teams in FAO and within Government of Ethiopia, the IPC National Food Security Information Systems Officer will provide overall information management leadership in the implementation of Food Security and Nutrition Early Warning Information Systems programmatic area of FAO Ethiopia.
 
Technical Focus
 
The incumbent will provide services related to database creation and management, mapping the IPC classifications, producing secondary analysis of Food Security, Nutrition and Early Warning Information and producing food security and nutrition trends overtime and working with multi-disciplinary teams involved in the IPC analysis process.
 
Tasks and responsibilities
 
Under the overall supervision of the FAO Representative (FAOR) in Ethiopia, direct supervision of the Technical Officer, and in coordination with the NDRMC and other partners, the IPC National Food Security Information Systems Officer will provide information systems support in the implementation of IPC Component of the project. In particular, the incumbent will\:
  • Be responsible for database management, data analysis and mapping requirements for the IPC component for FAO Ethiopia;
  • Work with the IPC partners to ensure timely analysis and preparation of IPC products including maps and detailed data analysis when needed;
  • Develop appropriate tools and provide guidance on technical integration of key information systems to contribute to IPC analyses as well as the national early warning information system;
  • Support in coordinating, monitor and follow-up all food security related data collection activities and assessments;
  • In consultation with NDRMC, support the development of an integrated database for food security information at federal and regional level;
  • In collaboration with NDRMC, support the development of policy briefs related to food security and early warning information system;
  • Facilitate awareness raising efforts of the government and other partners on the need for integrated food security and early warning information systems in making informed and timely decisions;
  • Ensure that existing food security information and early warning systems are interlinked with each other and inform decision making;
  • Represent the project to governmental and non-governmental groups as needed and agreed with the Technical Officer;
  • Regularly update the IPC Coordinator on work plan progress and support in producing relevant project reports;
  • Perform other related duties as required.
     
    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
     
    Minimum Requirements
  • University degree in Information Management, Computer Science, Food Security, Agricultural Economics, Information Systems, or in a related technical discipline;
  • Five years of relevant experience in food security and early warning systems and analysis; Information Management, database management and advanced mapping skills;
  • Working knowledge of English.

    Selection Criteria\:
  • Relevant working experience with Household Economy Approach Livelihoods Integrated Analysis Spreadsheet (HEA LIAS), Woreda Disaster Risk Profiles and other early warning information systems;
  • Relevant experience in Information management skills, database management and analytical computer packages like ACCESS, GIS, SPSS, STATA, EPI-INFO are desirable;
  • Extent of experience in working with multi-disciplinary teams;
  • Demonstrated capacity in working with multidisciplinary early warning information systems;
  • Preparation of multi-annual work plans, budgets, progress monitoring and evaluation;
  • Demonstrated ability in design and development of integrated early warning systems;
  • Demonstrated capacity to support/facilitate trainings;
  • Strong communication, writing and presentation skills in English and Amharic.
