About the job

 

The Protection Manager contributes to the overall management of DRC’s programme of protection and humanitarian assistance to migrants and refugees in Libya. The Protection Manager provides strategic and technical support to the Programme Manager in all aspects of the management of the programme, including programme implementation, coordination with partners and stakeholders, monitoring and reporting, budget management and human resources. Ultimately, the Protection Manager aims to ensure the overall quality and impact of the programme. Your main duties and responsibilities will be:

Programme
  • In coordination with the Programme Manager, define programmatic priorities and strategic directions for DRC’s response to the protection issues affecting migrants and refugees in Libya. To this end identify protection gaps, risks and vulnerabilities in the context of the protection strategy and develop programmatic responses to identified needs towards clearly defined protection outcomes.
  • Develop programme resources (SOPs, tools, forms etc.) related to a wide-range of protection-related activities, including protection monitoring, individualized assistance and service referrals, cash assistance, information dissemination, family linkages, protection mainstreaming etc. so as to ensure quality and impact. To this end, ensure compliance with global protection standards and guidelines and draw from best practices within other DRC countries or regional entities.
  • Provide strategic and technical guidance to programme staff on both the overall objectives of the programme as well as the technical standards applicable to specific activities in order to ensure consistency and quality in the implementation of the programme implementation towards clearly defined protection outcomes. In addition, conduct trainings to staff on issues, frameworks and technical standards related to humanitarian intervention, protection and mixed migration.
  • Develop and manage tools and processes pertaining to the effective management of the programme, including project-specific work plans, monthly work plans, weekly team meetings and case conferences etc. Oversee the planning and implementation of all project activities by programme staff so as to ensure the effective and timely implementation of activities across the different projects.

Representation and coordination

  • In coordination with the Programme Manager represent DRC’s Protection & Mixed Migration programme towards external stakeholders, including humanitarian partners, donors and authorities. Act as DRC’s focal point for the Mixed Migration Working Group and oversee DRC’s representation at the technical sub-groups on Case Management/Services Referrals and Direct Assistance. Represent DRC at other protection-related coordination forums, including the Protection Working Group, GBV Working Group etc. in coordination with the Programme Manager.
  • In coordination with the Programme Manager and the Head of Programme, collaborate with the different entities and focal points within DRC at the regional or global level on programmatic issues related to protection and mixed migration. To this end, actively participate in the exchange of best practices and resources and contribute to programmatic development within the organization.
  • Act as DRC’s focal point for the Consortium regarding all programmatic and technical aspects related to the management of the projects that are implemented through the Consortium. To this end, coordinate with the Consortium Coordination Unit and the different consortium partners on issues related to programme activities, planning, advocacy, MEAL etc.

Monitoring Evaluation Accountability and Learning

  • In coordination with the MEAL Manager and the Information Management Officer, develop information management systems and strategies that support the effective implementation of protection monitoring and management of individual cases and service referrals. To this end, define clear programmatic needs and desired protection outcome based on the overall programme strategy and identify suitable and efficient information management tools and processes, including online platforms and databases.
  • Produce comprehensive, quality and timely reports for donors and humanitarian coordination forums on all relevant programme activities. To this end, review the quality and efficiency of the collection, verification and aggregation of programme-related data by the Protection staff and the Reporting Officer and ensure that the reports meet reporting requirements, timelines and formats.
  • In coordination with the MEAL manager, design and roll-out M&E tools and processes to measure programme quality and impact and promote internal learning within the organization. When relevant, coordinate the external evaluation of specific projects with a third-party organization.

Grants and Finances management

  • In coordination with the Programme Manager and the Head of Programme, develop new project proposals based on identified gaps and needs as well as strategic priorities. To this end, define programme activities, indicators, targets and budget based on baseline assessments and internal learning.
  • In coordination with the Finances Manager, ensure the effective financial management of the different grants that are funding the programme. To this end, plan and authorize expenditures as per existing budgets, review cashbooks and BFUs, produce budget forecasts and budget revisions, produce narrative financial reports etc.
  • Oversee the management sub-grant agreements and services contract with local implementing partners, including projects development and implementation, financial management, contractual agreements and monitoring and reporting.

Human Resources

  • In coordination with the Programme Manager, recruit, manage and supervise all national and international staff working for the Protection & Mixed Migration programme. To this end, define organogram and ToRs, develop staffing plan as per existing or anticipated financial resources, conduct recruitment processes and performance appraisals, coordinate leave and mission plans etc.
  • Promote a professional environment conducive to collaboration, teamwork and professional development. Uphold compliance of programme staff with the applicable standards related to protection programming as well as internal DRC procedures and guidelines related to human resources.

Operations

  • In coordination with the Support Services Manager, oversee the effective management of all operations support activities so as to ensure the effective implementation the programme. To this end, develop a procurement plan and coordinates the timely procurement and effective management of the goods and services in collaboration with the Support Services Manager, including NFIs.

 

About you

To be successful in this role we expect you to 3-4 years experience in the fields of protection and mixed migration working for international humanitarian organizations, including at least 2-3 years experience in a managerial capacity. Moreover, we also expect the following:

 

Required

  • Strong analytical and conceptual skills. Proven capacity to develop programme strategies, project proposals and programmatic resources towards greater quality and impact
  • Sound technical knowledge of protection standards and principles and demonstrated capacity to develop effective responses to identified protection needs and in accordance with the relevant frameworks
  • Excellent knowledge of the project management cycle and experience managing large humanitarian projects in complex environments, including planning and delivery, internal and external coordination, monitoring and reporting
  • Experience in managing large teams and working with local partners
  • Master’s degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development
  • Fluency in written and spoken English

 

Desirable

  • Knowledge of Arabic an asset
