The Conflict Prevention Centre (CPC) proposes to develop a new software application, the Information Management and Reporting System (iMARS), which will replace the current Excel based Confidence- and Security-Building Measures (CSBM) data spreadsheets used by the CPC to report on the military information exchanged among participating States in line with the agreed CSBMs and other relevant arms control documents and decisions. Given the current Excel based methodology, the CPC needs to upgrade its supporting tools to meet all the requirements when it comes to providing accurate and timely reports at the level of detail desired by the respective stakeholders.

The CPC plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairmanship; in leading work on all aspects of the conflict cycle, and supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The FSC Support section within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC by providing technical support and expertise. In this respect, the Section acts as a focal point and prepares reports and overviews on military information exchanged by participating States. The Section also fosters implementation of Confidence and Security-building Measures (CSBMs) and develops assistance projects with regard to Small Arms and Light Weapons (SALW) and Conventional Ammunition.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the CSBM Officer, in close co-ordination with the Senior Communication Network Officer and in consultation with the Senior FSC Support Officer, as well as relevant OSCE field operations, the incumbent carries out the following functions:

  1. Implementing planned project activities under the project on "The Information Management and Reporting System (iMARS) for collecting, processing and reporting on exchanged military information" as well as managing all aspects of the project as the project manager;
  2. Organizing, preparing and conducting meetings and briefings related to the project implementation and, where appropriate, participating in meetings related to CSBMs and other arms control decisions and documents within the OSCE and, where appropriate, in other external events or organizations;
  3. Supporting the CSBM Officer and other section staff members in providing expertise related to military information exchange under the agreed CSBMs and other arms control related decisions and documents;
  4. Supporting the relevant meetings and events related to implementation of CSBMs, military information exchange, Dayton Article IV and other arms control related issues.
  5. Performing other related duties as required.
     
Necessary Qualifications    
     
   
  • First-level university degree in defence studies or politico-military field (military academy or civilian equivalent);
  • At least four years of progressive responsible and relevant professional experience, preferably in an international environment, including managing projects related to IT and/or relational databases;
  • Knowledge of project management techniques, preferably in the OSCE and Prince2 environments;
  • Proven ability to compile and analyze comprehensive reports, work with extensive databases and process large quantities of information, preferably related to arms control;
  • Experience in working with the Vienna Document 2011, OSCE Documents on SALW (Small Arms and Light Weapons)  and SCA (Stockpiles of Conventional Ammunition), Global Exchange of Military Information, OSCE Code of Conduct and Dayton Article IV and its related information exchange requirements;
  • Experience in working with restricted and classified information and proven ability to use tact and discretion in interactions with delegates and officials from governments, international organizations and NGOs;
  • Professional fluency in the English language; some knowledge of  Russian and/or languages of the SEE region would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to operate Windows applications including word processing and e-mail.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4,823 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
