Focus primarily on health financing interventions (e.g. cash-for-health) embedded in community health activities, hospital, CBO collaboration and capacity building. This role will also be working closely with other NGOs and UNHCR.

Medair is implementing emergency response and recovery projects to address health needs for communities affected by the Syrian crisis and other conflicts in the Middle East and surrounding region. The projects are being implemented in a complex context in rural and urban (non-camp) settings. Great focus is required on capacity building of local staff and coordination with the UN, NGO system, and CBOs to assess and respond to needs in a complex and quickly evolving context.

Health Project Management

• Manage the assigned health project(s) in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager and Health Advisor (e.g. projected challenges in meeting objectives; increased beneficiary needs; projected over or under spending on project budget).
• Provide strong leadership of the assigned health project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities (where applicable) and local health staff.
• Contribute to development and implementation of an appropriate and effective health strategy including proactive planning for responsible exit in consultation with the Health Advisor, other health staff and field managers.
• Set clear objectives and indicators for health activities in collaboration with the Health Advisor, health staff, and, where appropriate, with the local communities.
• Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team (and where applicable local health authorities) in analysis and taking appropriate action as needed to ensure continued progress.
• Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
• Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
• Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers and the Health Advisor.

Staff Management

• Line-manage Medair Health staff: day-to-day management, development and training, appraisals, etc.
• Provide coaching and technical supervision to local partners in order to develop ownership and full responsibility for health activities.
• Facilitate regular meetings to assist information sharing between project staff and local partner.

Financial and Logistics Management

• Manage the budget and ensure all expenses meet the Medair standards.
• Ensure items are procured, transported, stored, managed and accounted for correctly.

Communication and Coordination

• Maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, Medair in-country and GSO (Global Support Office) health managers and Advisors, local partner or other local NGO partner and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials (especially MoH, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.

Quality Management

• Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
• Ensure health projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and CHS standards.

• 2 years post-qualification nursing / medical professional experience.
• At least 2 years health management experience in a humanitarian or development setting.
• Experience in planning and facilitating health activities incl. community health, public health and reproductive health).
• Experience in training / mentoring / coaching staff.
• Aptitude for networking with other agencies, CBOs and NGOs.
• Aptitude for community mobilisation and capacity-building.
