Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.  
DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.
 
About the job
The Program support Officer (Partnerships) has the responsibility to build the operational/support functions capacity of DRC’s local partners (non-governmental organizations), in particular in the areas of financial management, logistics and procurement, human resources and organizational governance, but also to identify potential programme support needs. The aim is to support partner organizations so they can better manage funder reporting and compliance, operate more efficiently and ultimately be more effective at serving the communities they support.
 
Your main duties and responsibilities will be:
• Support DRC’s partnership identification and selection process through: preliminary meetings with partners, supporting DRC’s comprehensive partnership assessment, drafting an operational capacity building plan for potential partners, and supporting partners to submit the needed documentation for partnerships  
• Undertake the operational capacity assessments of potential local partners and Social Development Centres (SDCs) in coordination with the respective programme teams, with a particular focus on partner financial management, logistics and procurement, human resources, risk, compliance and accountability, and organizational governance. 
• Develop and implement comprehensive tailored capacity building plans for local partners and SDCs in a participatory manner, based on respective operational needs. 
• Work with DRC Finance, Human Resources, Logistics, Procurement and Programnme departments to support local partners to put in place systems and to develop and implement new tools, processes and policies that promote and sustain quality and best practice within the partners’ operations 
• Ensure adherence with DRC’s grant management standards and procedures. 
• Develop and maintain effective and positive working relationships with relevant stakeholders including partner agencies, community leaders and service providers. 
• In collaboration with other DRC departments identify capacity needs in parterns’ programme work.
 
About you
To be successful in this role we expect you to have a Bachelor’s Degree in HR, Finance, Administration and/or Management. You will need to be a patient person who is a good communicator, a fast learner and have a good understanding of the needs of Lebanese non-government organizations Moreover, we also expect the following:
 
Required
• At least 2 to 3 years of experience working in international organizations, preferably in humanitarian settings 
• Proficient in conducting capacity needs assessments and developing training programs for a broad range of audiences from different institutional levels, and delivering coaching, training and supervision of staff. 
• Knowledge of finance and procurement standards, in particular an understanding of financial management, budgeting and accounting for NGOs. 
• Proven experience building capacities of, and providing direct technical support to, Community Based Organizations and SDCs 
• Strong ability to coordinate, organize work, meet deadlines, prioritize work under pressure, manage multiple tasks and maintain attention to detail 
• Computer literacy (Microsoft Word, Outlook and Excel) 
• Strong written and oral communication skills, effective in representation and liaison with external stakeholders 
• Excellent interpersonal and problem-solving and facilitation skills 
• Fluency in Arabic
Desirable
• Experience in leading small teams, management of projects and leading team-building activities 
• Ability to communicate and write clearly in English

Monthly Basic Salary: 1650 USD  
Duty Station: Akkar
