The Livelihood Specialist – Markets, Institutions, and Advocacy will provide technical support to DRC’s Economic Recovery Unit in close coordination with the Cash and Livelihood Specialist and the Economic Recovery Manager. This will primarily include a combination of institutional partnership creation and management as well as technical support to DRC in understanding of the broader legal framework affecting livelihoods in Jordan. In addition the individual will be expected to effectively contribute to DRC’s livelihood advocacy objectives as well as work closely with civil society organizations at the subnational levels for capacity building and program delivery.
About the job
The individual will report directly to Economic Recovery Manager. Your main duties and responsibilities will be:
Technical Field Support (80%):
Primary Tasks:
- Lead development of technical documents pertaining to markets, institutions, and advocacy from English to Arabic, as well as review of outsourced translations for quality assurance.
- In coordination with the Protection Unit, design and roll out DRC’s legal programming for livelihood support, including the development of all informational material and tools as needed.
- In coordination with field representatives, liaise directly with local government representatives (specifically the Labor Directorates) to provide updates on the project as well as identify areas of coordination and capacity building, ensuring challenges and information on progress is shared with the Economic Recovery Manager for Amman level coordination.
- In coordination with the MEL unit, design and roll out local market assessments and associated research activities – ensuring data is used to effectively contribute to improved programming.
- Meet regularly with livelihood team leaders to identify areas for new/ strengthened partnerships (particularly with local government actors) and areas to better utilize market information for program delivery.
- Develop and implement capacity building plans for partner civil society organizations.
- Review and update Arabic language training materials in coordination with the field teams and technical unit
Supporting Functions:
- Visit program activities regularly and provide support and feedback to livelihood staff on technical approaches and methodological issues within the realm of legal support, partnerships, and institutional relationships.
- Support field teams in understanding local markets and ensure full understanding of associated tools developed.
- Identify areas for continual improvement of DRC’s livelihood activities by capturing and sharing key challenges, articulating obstacles and proposed solutions, and identifying success stories to highlight.
- Review and/ or contribute to donor reports as required.
Programmatic Data Analysis and Advocacy (20%):
- Develop governorate and municipal level livelihood advocacy strategies in coordination with the technical unit and relevant field departments.
- Collate and analyse programmatic evidence and contextual information to develop livelihood advocacy messages – particularly focusing on policy and regulations - for subnational institutions.
- Routinely review beneficiary and programmatic data to identify programmatic issues and potential message topics.
About you
• To be successful in this role we expect you to have 3-5 years of experience working in the livelihood/ economic development sector or in a related private sector role.
Moreover, we also expect the following:
Required / Desirable
• Bachelor’s degree in one of the following: economics, business, International development, or relevant social science. Masters preferred.
• Strong understanding of labor law in Jordan, legal background preferred.
• Demonstrable experience using market data to develop new programs.
• Strong understanding of market and private sector dynamics.
• Understanding of the socio-economic conditions and labour market constraints of Syrian refugees is a must;
• Good interpersonal skills and ability to foster communication and negotiation among local stakeholders;
• Experience providing technical support and/ or trainings;
• Ability to communicate technical information in an easy to understand, informative and collaborative manner;
• Ability and willingness to maintain regular presence at project sites and to work during irregular working hours;
• Good knowledge of the Core Humanitarian Standards or other accountability measures/standards
• Computer skills (Excel, Microsoft, PowerPoint and Outlook).
• Ability to write reports in a timely fashion;
• Arabic (fluent)andEnglish (excellent)

We offer
Contract length: 6 month contract including three months as probation period, renewable based on both funding and performance.
