Risk Education Manager – DRC/DDG Myanmar (International Position)

We are looking for a highly qualified Risk Education Manager to support mine risk education activities in DDG Myanmar.  

Background

Danish Demining Group (DDG) is the Humanitarian Mine Action department of Danish Refugee Council (DRC), a humanitarian INGO providing support to displaced and conflict-affected populations in more than 35 countries.

DRC/DDG operates in Myanmar since 2008, focusing on the protection of populations displaced by the conflict in the Rakhine, Kachin, Kayah and Northern Shan States. Mine Risk Education (MRE), Non-Technical Survey (NTS) and Victim Assistance (VA) activities are implemented since several years in Kachin, Shan and Kayah States for the benefit if Internally Displaced People (IDP) and mine-affected communities. MRE projects aim to increase the safety and security of IDPs and local communities in Kachin, Kayah and Northern Shan States through increased awareness and knowledge on risks from Explosive Remnants of War (ERW), namely Unexploded Ordnance (UXO) and landmines.

Specific duties

The Risk Education Manager (REM) is responsible for the overall implementation of and reporting on all MRE activities implemented in Myanmar, including:

  • detailed planning of project roll-out, activities and phase-out in coordination with State level Area Managers;
  • supervising technical projects implementation and staff in their duties;
  • projects monitoring and evaluation;
  • training and retraining of MRE staff;
  • high-level liaison work with all stakeholders, including local government authorities and other mine action organizations in the projects implementation locations;
  • development of further DDG-specific projects;
  • Support to the various DRC State offices in relation to the planning and implementation.

The REM has a direct reporting line to the DDG Head of Programme.

Required qualifications

  • BA level in a relevant discipline from an internationally recognized university or equivalent experience;
  • Proven experience with Programme and staff management, preferably in a complex and fragile environment;
  • At least five years’ work experience working on MRE-related programming;
  • Proven experience in analysis of quantitative and qualitative data;
  • Experience of managing multi-donor, multi-site programmes;
  • Strong communication skills and experience of representing the organization at all levels including donors, stakeholders and duty bearers in Government.
  • Proven ability to mentor and coach others; 
  • Prior M&E experience;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity to operate and adapt to a South-East Asian culture;
  • The capacity and willingness to be flexible and accommodating in difficult and insecure circumstances; 
  • Excellent verbal and written communication skills in English;
  • Experience working with donors such as USWRA, ECHO and SDC a bonus.

Conditions

Duty station: Yangon with frequent travels (minimum 70% of time) to DRC/DDG field Operations in Kachin, Northern Shan and – to a lesser extend – Kayah. This position is unaccompanied, however Yangon can be considered as a ‘family duty station’ but applicants must be prepared to live and work in an unstable security environment with limited recreational and social facilities when working in field locations.

Contract: 12 months with a possibility for extension, subject to funding and performance. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Appendix 11 as posted at www.drc.dk under Vacancies grade A14. This position offers five weeks of paid annual leave per annum. Expected date of deployment in Myanmar is 7 January 2019. Signature of the contract is subject to funding availability.
