The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 75 entities to channel its resources and approved 93 funding proposals for a total investment from the GCF of over $4.6 billion. In addition, the decision  has just been made to launch the first replenishment of the Fund.

Position description

The Governance Specialist, as part of the Fund’s Songdo-based headquarters team will be responsible to support governance processes central to the operation of the Board of the Fund, including tasks related to support of the Board process and the development of strategic inputs to the Board.

The Governance Specialist will report to the Board Affairs Manager.

Duties and responsibilities

Under the overall guidance of the Board Affairs Manager, she/he will be responsible for:

  • Advancing work on governance matters within the Fund, amongst them, following up on the operation of committees and groups; supporting the transition in the terms of Board membership; and facilitating the relationship amongst the different components of the Fund;
  • Mapping governance related matters that require attention, identifying a proposed way forward and the appropriate channels for their consideration;
  • Assist in the development of procedures and internal guidelines on governance related matters;
  • Revise and provide inputs for the formulation and review of relevant GCF documents in collaboration with Divisions and Offices across the Secretariat, and develop analytical materials on matters under Board consideration, as required;
  • Work closely with other team members within the Office of Governance Affairs, particularly in efforts across the Secretariat to track information related to implementation of Board mandates, including those in response to COP guidance;
  • Support the Board Affairs Specialist in assisting the Board Co-Chairs during the meeting of the Board and intersessionally; and in liaising with relevant staff members across the Secretariat on matters under Board consideration.
  • Support cross-divisional efforts towards the preparation of formal and informal Board meetings, including board operations, management of records and other intersessional activities;
  • Assist in the preparation, drafting, analysis and research of policy and governance related matters, and drafting written reports as required; and
  • Participation in and organizational and substantive support for events. This may include assisting in the preparation of relevant documentation, preparing summaries of discussions, and providing support as required.

Expected experience and qualifications*

  • Master’s degree in economics, international relations, law, sustainable development, environmental policy, climate policy, governance, law, or related fields;
  • Seven years of relevant work experience. Climate finance or international negotiations experience is highly desirable;
  • Experience in an international setting is an advantage;
  • Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access;
  • Excellent writing and presentation skills;
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the experience and skills that would qualify candidates for consideration. Selection among short-listed candidates will also take into account performance at interview, appropriate testing, and references.
