The Green Climate Fund (GCF) is a multilateral fund created to make significant, ambitious contributions to the global efforts to combat climate change. GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change, while accounting for their needs and supporting particularly those that are vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. It is operated by an independent Secretariat headed by an Executive Director.   The Independent Evaluation Unit (IEU) of the GCF is mandated by the GCF Board under paragraph 60 of its Governing Instrument to inform its decision making. The IEU has a mandate for both an accountability function and for supporting learning. These are central to the GCF as a learning organization as also laid out in its Governing Instrument as well as in its initial strategic plan. 

The IEU has several objectives:

(a) Inform decision-making by the Board and identify, disseminate lessons learned; contributing to guiding the GCF and stakeholders as a learning institution, providing strategic guidance;

(b) Conduct periodic independent evaluations of GCF performance to objectively assess the results of the GCF and the effectiveness and efficiency of its activities;

(c) Provide evaluation reports to the Conference of the Parties to the UNFCCC and the Paris Agreement for purposes of periodic reviews of the Financial Mechanism.

Position description

S/he will lead and/or participate in various evaluations that the Independent Evaluation Unit (IEU) will undertake, including GCF’s funded projects / programs evaluations, the performance review of GCF, the structure review of GCF and the evaluation of GCF policies / strategies. Draw lessons from evaluations and their implications for improving effectiveness of GCF operations and disseminate findings and lessons to increase awareness and use of knowledge in GCF and stakeholders. This position will require traveling as a representative of the IEU. 

S/he will be reporting to the Head of the IEU.

Duties and repsonsibilities

  • Conduct evaluations assess / review the efficiency and effectiveness of GCF’s policies and strategies, operations structures and funded activities;
  • Provide syntheses of evaluation findings and contribute in other ways to IEU’s knowledge and outreach program;
  • Liaise closely on behalf of the IEU with the relevant departments of the GCF secretariat as well as with accredited entities and other GCF stakeholders externally to build and formalize relationships.
  • Foster knowledge sharing and disseminate evaluation findings and lessons to increase awareness and knowledge in GCF and stakeholders;
  • Contribute to strengthening the self-evaluation mechanisms and capacities of relevant GCF departments, Accredited Entities and Executing Entities of GCF’s funded projects / programs;
  • Review GCF received proposals as assigned by the Head of IEU while keeping the IEU vision and strategy and evaluability in mind;
  • Be able to participate in and manage evaluations of climate change programs an policies;
  • Be very well aware of, and skilled in data collection, ensuring data quality and data analysis related to evaluations;
  • Build productive relationships with IEU’s stakeholders and leaders in the field of evaluation and climate change; and
  • Perform other related duties including travel, as required.

Expected experience and qualifications*

  • Master's Degree in Public Policy, Public Administration, Social Science, Development Economics, or related social science fields;
  • 9 years of relevant experience or equivalent combination of relevant education and experience, of which at least five years has been at the international level (experience working with an international organization is an advantage);
  • Previous experience in undertaking and implementing evaluations that use experimental or quasi-experimental methods for real-world programs and projects preferably in the context of international development would be an asset;
  • Excellent quantitative skills, included demonstrated experience in data collection, survey methods, in depth knowledge of statistics and demonstrated use of applied statistics.
  • Intermediate knowledge of personal computers and ability to use standard applications suite (MS Office);
  • Excellent organizational skills, ability to multi-task and pay close attention to detail; • Ability to work independently and under pressure; take initiative in judging priorities and organizing work accordingly;
  • Strong interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing;
  •  Willingness to cooperate with other staff in a team and contribute to a harmonious environment is essential;
  •  Proven ability to work innovatively within a team environment;
  • Mature judgment and absolute commitment to confidentiality; 
  •  Familiarity with climate change topics and international politics is desirable;
  •  Excellent communication skills and high emotional quotient; and
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
