Background:
The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.
To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of
Finance Officer (1 Post)
Duty Station: Sittwe, Rakhine State
Reporting to: Support Service Manager, Sittwe
Your main duties and responsibilities will be:
Finance:
- Compile Cash Forecasts and Cash Transfer Request and prepare bank requests for DRC Yangon;
- Ensure timely payments of all program expenditures and proper recording of all financial transactions;
- Regular monitoring the expenses requested are in line with the project budget and budget availability and update regularly commitment overview and allocation tools;
- Support programme staff at field level with payments/cash transfer;
- When necessary, follow the programme team to field to issue salaries to staff and program related payments.
- Ensure financial procedures are understood and adhered to by staff, for example, making available corresponding documentation, policies and procedures;
- Ensure daily recording of expenditures into financial matrixes, e.g. cash book, advance logbook, etc., and end of the month expenditures closing and reporting to the SS Manager;
- Ensure all financial documentation is properly filed, and easily available for eventual audit;
- Ensure money is available for program implementation through cooperation with banking services and ensure proper cash handling procedures
- Organise and prepare weekly and monthly cash count with Head of Base.
- Maintain accurate Cash Books and updated with daily transactions in accordance with the DRC guidelines;
- Verify the Advance and Order Requests submitted by team;
- Review and make payment for staff advances, per diem payments and expense claims;
- Review and payment of invoices / bills in timely manner ensuring all necessary paperwork accompanies all financial transactions;
- Maintain a proper filing system and keep all the records for project activities and policies in all aspects of finance policy and practices;

About you
To be successful in this role we expect you to have a minimum of two years’ relevant experience in a similar position. Moreover, we also expect the following:
Required
- Accounting or bookkeeping qualification
- At least 2 years work experience in Finance Department and field finance office experience is preferred
- Excellent IT skills, especially in MS Excel
- Fluency in English and Burmese
- Strong interpersonal and communications skills with a proven ability to work with a wide range of managers and staff members
- Strong written and mathematical skills
- Good attention to detail and ability to work under time pressure
- Experience of working with Non - Governmental organizations is preferableDesirable

We offer
- Start date: 6th January 2018
- Contract Type: Regular DRC staff contract, including a probation period of 3 months
- Salary: Competitive salary according to DRC Myanmar salary scale.
