Background:

The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC/DDG is a non-governmental, non-political and non-religious organization and for DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Livelihood Officer –Technical Vocational and Education Training (1) post

Report to                             :               Livelihood Team Leader

 

Overall purpose of the role: The Project Officer- Technical Vocational and Education and Training  (TVET) reports directly to the Livelihoods Team Leader and under technical supervision of the Livelihoods Manager, works in close cooperation and provides support to all Livelihood Assistant for the planning, implementation and monitoring for all TVET, life skills and related activities. Together with the Livelihood Assistant, the Livelihoods Officer will work with the communities, both Rakhine and Muslim, to identify and monitor needs and provide targeted TVET, and other complementary support.

Responsibilities:

  • Take primary responsibility for coordinating the work of the technical vocational training, life skills and related programs,in Mrauk U and Kyauk Taw, working closely with the Livelihoods Team Leader, Livelihoods Manager and counterparts at ACF, Government and CSO. This will include supporting communities to identify training modules, conducting assessments, and coordinating vocational trainings, life skills and related trainings for trainers, and monitoring and supporting trainers in the field.
  • Coordinate monitoring and evaluation for the vocational training, life skills and related program according to project guidelines, including collating data from Government, Vocational department, other training centers, and ensure visibility standards are met by both partners;
  • Support the Livelihood Manager and the Team Leader in Mrauk U in establishing and maintaining relationships with community representatives, community groups, government counterparts, and other humanitarian agencies, ensuring transparency and coordination;
  • Take primary responsibility for liaising with Admin, Finance, and Logistics staff for organizing and planning of the vocational training program; support other programs as needed;
  • With support from the M & E gather monitoring information and conduct data entry on collected project data in a timely manner and assist in maintaining the database of beneficiary information and activity profiles, and prepare internal reports updating on activities (in English);
  • Ensure that activities conducted by livelihood/community Team follow DRC standards and guidelines;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow DRC code of conducts, safety and security policies, and directives; and
  • Perform any other tasks as instructed by the Livelihoods Team Leader and Livelihood Manager.

     

    Qualifications and minimum requirements:

    • University degree (BA/BSc) in Economics, Business, Management or other relevant field;
    • At least 3 years’ relevant work experience in the field of vocational training, life skills, income generation and community mobilization, preferably working with a humanitarian or development organization;
    • Experience leading and motivating teams and coordinating activities independently
    • Demonstrated ability to build trusting relationships with communities and experience of participatory needs assessments;
    • Good interpersonal and communication skills as well as having a good knowledge of cultural sensitivity;
    • Prepared to work with both Rakhine and Muslim communities;
    • Good analytical and computer skills (especially Word and Excel);
    • Fluent in Burmese and working knowledge of English. Additional local languages would be an asset.

    Desirable:

    • Understanding of operational context in Rakhine State.
    • Basic understanding of humanitarian response principles.

    Offer:

  • Starting date of employment:November 2018 .
  • Contract: 1 year contract, (including a probation period of 3 month), with the possibility of extension depending on availability of project funding.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
