Background

DRC has been providing relief and development services in Yemen since 2008. Using a rights-based approach, DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters. Programs include protection, food security, livelihoods, shelter and mine risk education, amongst others. DRC has offices in Sana’a and Aden and several sub-offices throughout Yemen.

 

Purpose

The SS Team Leader responsibility is to monitor the overall safety/security situation and ensure the safety regulations are applied at all levels, and provide sound and timely advice to DRC/DDG staff and management in order to support the secure and efficient delivery of program activities in South Yemen. In addition, the SS Team Leader works with the south Area Manager and the Liaison and Safety Manager in ensuring that requirements relating to DRC’s national registration are fully met, and that international staff and visitors receive appropriate visas and other documents.

 

Key Responsibilities

 

1. Assist in maintaining/keep up to date the Security Plans, SOPs and Contingency Plans, including updating staff lists:

  • Lead  in the preparation and review of the DRC Security Plans, related SOPs, and Contingency Plans or CIMPs;
  • Liaises and coordinate as appropriate as with the government, security organizations and/or personnel, including national and local provincial authorities, military, and police departments, as well as non-governmental organizations and other non-State actors in the area of operation;

  • Track the movement of staff; national and international and provide advice related to travel as per safety protocols to ensure the safety of staff while travelling. 
  • Support actions during the implementation of the Security Plans, and SOPs, as required.
  •  

  • Distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, email alerts and weekly safety SitReps.
  • Maintain regular contacts with Security Focal Points of INGOs and UN agencies;

 

2. Monitoring compliance with Minimum Operational Security Standards (MOSS) and updating Safety Level System as established for the duty stations. 

  • Updating MOSS/SLS on monthly basis, provide advice on safety and security measures for the residences and report to AM.
  • Implementing Safety Improvement Plans – SIPs based on MOSS requirements and outputs
  • Regular inspection of the DRC/DDG compounds for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) and received verbal confirmation of compound checks from field offices.
  • Review, update and eventually replenish, all the safety and security equipment, first aid kits, fire extinguishers, hibernation kits, etc. and make sure they are accessible to all staff (in vehicles, staff house, offices).
  • Supervise the implementation of physical and asset protection protocols and regulations.
  • Ensure that DRC drivers conduct daily vehicle checks prior to travel.
  • Ensure that appropriate access controls are in place for all DRC/DDG facilities.
  • Administer pass and ID system;

 

3. Provide support in organizing and conducting training courses on security awareness and preparedness.

  • Providing security orientation to newly assigned staff members.
  • Conduct security briefings to international staff working or visiting Yemen, as required.
  • Assist in conducting Personal Awareness and Safety Training – PAST or any related safety training as per DRC policy
  • Monitoring and supervision of security guards, watchmen, and drivers. Drivers are supervised by the Logistic and Admin staff, however, regular awareness training and adherence to SOPs needs to be monitored by the LSC.

 

4. Lead in updating, reviewing or creating (SRAs) Safety Risk Assessments:

  • Assist in reviewing SRAs regularly for all duty stations and creating new ones as required
  • Conducting Safety Risk Assessments for roads and areas of operations
  • Quick risk assessment for areas of visits by international staff and advice
  • Conduct regular field site assessments and advise on mitigation measures.

 

5. Performs other security-related tasks assigned by the Area Manager:

  • Support in obtaining visitors visas, residence visas, work permit, and other documentation required by DRC/DDG staff and visitors in/to the area of responsibility;
  • Process of getting the required movement permits from authorities – MOPIC, and MoI and liaise with other actors for staff movement matters
  • Assist in processing grants sub-agreements through different authorities on various levels
  • Assist the SSLM in the process of de-confliction procedures; submit requests and regular update/follow up

 

6. Provide general administrative assistance to the AM:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to authorities;
  • Arrange appointments, receive visitors, place and screens telephone calls and answer queries with discretion, and takes minutes and/or notes at meetings.

Performs any other duties as assigned by AM.

 

Reporting Arrangements

With regards to safety policy, DRC has a dual-line reporting structure. The SS Team Leader will report to the South Area Manager and, for technical and information matters to the Liaison and Safety Manager. The dual reporting structure is designed to eliminate any delays and to promote transparency in the reporting process. The LSC is also expected to coordinate closely with the Heads of Sub-Offices in South, and with existing Safety Focal Points there, as needed.

MINIMUM QUALIFICATIONS:

Education:

  • A university degree in a discipline related to security management, international studies, or military/police studies.
  • Diploma or equal of public relations.

Experience:

  • 4 years of experience in security, preferably in the military or police context or related field of work.  
  • Prior experience with the UN System or an International NGO is desirable.

Language Requirements:

  • Fluency in both written and spoken English and Arabic is required.

Other Skills and Requirements:

  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
  • Ability to travel
  • Physically fit
