DanChurchAid (DCA) invites applications for a Finance Officer (FO) for the Libya and Tunisia programmes. This is a non-family position based in Tunisia, with possibility of travel to Libya, possibly a quarterly visit if security situation permits.

The DCA Libya & Tunisia programme is a growing program with a 7-year footprint in Libya and 1-year footprint in Tunisia, with approximately 60 employees in Libya and 6 employees in Tunis. The activities are wide-ranging and include risk education, survey, clearance of explosive hazards, NFI distribution, psychosocial support and Armed Violence reduction.

As the FO you will refer directly to the FAM and be responsible for the overall finance activities. You will also be responsible for the management, capacity building and mentoring of the national staff inside Libya as well as the DCA national partners.

Main technical tasks and responsibilities include

  • Manage and coordinate all finance activities in Libya & Tunisia

  • Manage projects’ budgets, monitor the expenditures and costs, ensure budget lines are spent in a timely and efficient manner;

  • Responsible for certifying and processing payments, expenditures and disbursements, entering all transactions into Maconomy;

  • Prepare monthly payroll, including the calculation and recording of applicable benefits (Taxes and social security) in the payroll spreadsheet.

  • Manage and capacity build finance staff in Libya & Tunisia, who are responsible for finance in their locations;

  • Prepare reconciliation of inter-company accounts as well as all bank account in Libya & Tunisia on monthly basis and quarterly basis.

  • Ensure all expenditures are carried out in accordance with the DCA and donor requirements, and all relevant files for documentation are created, updated and maintained;

  • Prepare all documentation required for audits;

  • Send a monthly report to the FAM covering all aspects of Finance.

  • Ensure all staff and beneficiary data is kept in a confidential manner and not shared outside the organization;

  • Plan, develop, implement and maintain appropriate standards, best practices and procedures across Libya & Tunisia;

  • Any other duties, as requested by FAM.

Additional responsibilities include:

  • Develop and maintain effective working relationship with other members of the programme;

  • Ensure relevant induction of Libya & Tunisia staff into DCA finance policies and procedures;

  • Develop and drive a culture of excellence, continuous improvement and performance optimization across all mine action projects;

  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.

We are looking for the following qualifications:

  • Degree in a field related to finance;

  • At least 3 years previous experience working with an INGO in the field of financial management, in an international setting, preferably conflict or post-conflict;

  • Profound knowledge of accounting;

  • Proven skills in training, mentoring and capacity building national staff;

  • Ability to coordinate several projects simultaneously;

  • Ability to evaluate data and courses of action to reach logical, pragmatic decision;

  • Ability to maintain flexibility in an environment where change or revision to projects and planning is regular;

  • Ability to fit well within a small team;

  • Good spoken and written English language is essential, and Arabic is desirable;

  • Excellent knowledge of financial management programmes – knowledge of Maconomy is highly desirable;

  • Experience in remote documentation, monitoring and management;

  • Working experience or a developed knowledge of working in Middle East desirable.
