The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



Office Background

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Libya Iraq, Lebanon, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

Our Ideal Candidate:

For this key position we are seeking a candidate with a minimum of 5 years of humanitarian management experience, including in an oversight and control role. They have an in-depth knowledge of issues relating to compliance within a complex international aid agency. They also possess knowledge and understanding of a wide range of related disciplines (including finance, grants management, programme implementation, HR, risk management, safeguarding, security).

We are particularly looking for an individual with excellent interpersonal and analytical skills, with the ability to engage a range of senior and/or specialist colleagues in a review and change process. 

Position Description: 

NRC is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality.  Recognizing the high-risk of non-compliance for NRC, the Middle East Regional Office (MERO) designated a strategic objective to “establish and implement a compliance framework based on risk management and quality improvement” in 2018. The newly created Compliance and Risk Management Unit is building a simple, scalable system that preserves the principle of subsidiarity and promotes accountability to manage risk and improve quality.  The Unit is supporting Country Management Groups (CMGs) to develop and manage Country Office (CO) compliance programs. Additionally, the Unit holds regional oversight of high-risk compliance issues in COs.  Through the Compliance Department’s monitoring, the Regional Senior Management Group receives alerts and trend analyses to address weaknesses and share responsibility to meet NRC’s compliance obligations and requirements. In terms of risk management, the Unit is also supporting Head Office in the development and piloting of risk management framework tools, as well as the roll out of new compliance obligations and requirements.

The purpose of this position is to lead the Regional Compliance and Risk Management Unit, comprised of two Regional Compliance and Risk Management Specialists and an Information Management Technical Officer.  

General responsibilities related to the position include: 

  1. Provide leadership in the development and implementation of strategies, tools and methods to measure compliance in areas of high organizational risk in the region 
  2. Manage the performance and staff development of the members of the Regional Compliance and Risk Management Unit
  3. Provide strategic support, advice and capacity building to Country Office staff and management groups on compliance and risk management 
  4. Coordinate regional audits, including implementation of recommendations
  5. Participate in strategy processes within the regional office and country offices
  1. Compliance and adherence to NRC policies, guidance and procedures 
  2. Contribute to the development of NRC global compliance approaches, policy, practice and standards
  1. Foster an organizational culture related to risk management, ethics and compliance 
  2. Promote the rights of communities and individuals affected by displacement in line with the advocacy strategy
