Organizational Setting
 
The Food and Agriculture Organisation of the United Nations wishes to recruit National Project Coordinators (NPCs) under the project “Climate Change Adaptation in the Fisheries Sector in the Eastern Caribbean’ (CC4FISH) to provide operational, technical and administrative support for the project. The  consequences  of climate change and variability  can  be  severe  for  the  region  and  for  the  fisheries sector  in  particular.  The  objective  of  the CC4FISH project  is  to  increase  resilience  and  reduce  vulnerability  to  climate change impacts in the Eastern Caribbean Fisheries Sector, through introduction of adaptation measures in fisheries management, building capacity of fisherfolk and aquaculturists and improve governance by mainstreaming climate change adaptation in multilevel fisheries governance.
 
The key stakeholders of the project in the seven project countries include national and local fisheries authorities in project countries, the private fishing sector, fishing communities and fisherfolk organizations, and regional organizations, including the Caribbean Regional Fisheries Mechanism, Western Central Atlantic Fishery Commission, The University of the West Indies and various other organizations in the region.
 
Reporting Lines
 
The NPC reports to and receives guidance from Iris Monnereau, the Regional Project Coordinator CC4FISH for the Climate Change Adaptation of the Eastern Caribbean Fisheries Sector Project (CC4FISH).
 
Technical Focus
The NPC will provide technical and organisational support on the following activities to be carried out under CC4FISH in the project countries\:
  • Implementation of vulnerability assessments at the local level;
  • Designing and implementing a communication strategy on CC4FISH;
  • Development and implementation of training of fishers in ICT/apps such as mFisheries;
  • Designing and implementing of various trainings for fisherfolk (incl. business skills training; fish handling and food safety training and safety-at-sea training);
  • Facilitate exchanges by fisherfolk to countries/communities in which EAF, CCA and DRM/co-management is successful;
  • Development of aquaponics and/or aquaculture facilities; support procurement of equipment; and the development of a marketing strategy where applicable;
  • Development of practical organizational capacity for implementing the Ecosystem Approach to Fisheries (EAF), Climate Change Adaptation (CCA) and Disaster Risk Management (DRM) ;
  • Mainstreaming of EAF, CCA and DRM into fisheries management, plans and legislation.
 
Tasks and responsibilities
Specifically, the NPC will be responsible for\:
 
  • Implement national work plans, support national activities (incl. organization of stakeholder meetings, providing technical support in research and communication activities) in the country, supervise national project staff and consultants and prepare contracts
  • Prepare workplans and budgets and submission of these to the Regional Project Coordinator (RPC) for clearance and incorporation into overall project annual reports and budgets
  • Ensure that monitoring mechanisms are in place at the national and local level allowing for tracking progress according to targets and provide two-monthly progress reports to the RPC
  • Liaise with relevant national organizations and partners, and support communication, coordination and collaboration
  • Organize the National Project Steering Committee meetings and act as Secretary of the meetings;
  • Perform other related duties as required
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements   
  • Advanced University Degree in fisheries, fisheries management, natural resource management or related field
  • At least three years of experience in project operation and management related to natural resource management, including field experience
  • Excellent oral and written communication skills in English

Technical/Functional Skills
  • Post graduate training in project management or environmental science or related area
  • Knowledge and experience of reporting on project/programme progress and activities applying results based project management
  • Understanding of climate change vulnerability and adaptation of the fisheries sector in the Caribbean
  • Experience with capacity development and knowledge sharing activities.
  • Proven capacity to work with and establish working relationships with regional organizations, governmental agencies, non-government representatives and any other stakeholder of the fisheries and aquaculture sector within the country
  • Demonstrated ability to work with minimum instructions, show initiative, and meet deadlines
  • Proficiency in Excel, Word, PowerPoint, MS Office
