Organizational Setting
 
This position is consultancy for FAO Representation to Pakistan, based in Quetta. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural , fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
 
Background Information & Project Context
The Australia Balochistan Agri Business programme (AusABBA II) is financed by The Australian Government and implemented by the Food and Agriculture Organization (FAO) of the United Nations in collaboration with the Government of Balochistan. The programme covers 6 districts of South West Balochistan, near the Afghan/Iranian border, Chagai, Kech, Kharan, Nushki, Panjgur and Washuk districts.AusABBA helps households engaged in agriculture in South Western Balochistan to adopt sustainable, profitable and diversified strategies in an enabling environment to increase their incomes, food security and nutritional status. AusABBA II trains male and female farmers and strengthens their supply chains and livelihoods and connects farmers with markets for Balochistan specific commodities such as onions, fruit trees, goat and sheep meat, seed, wool and dates.
 
Empowering Women in Balochistan through Agri Entrepreneurship (WEE)” is another project financed by The Australian Government (DFAT Gender Equality Fund) and implemented by the Food and Agriculture Organization (FAO) of the United Nations in collaboration with the Government of Balochistan. The programme covers 3 districts of South West Balochistan, Chagai, Nushki and Quetta districts. The project aims to develop and strengthen profitable enterprises, owned by women and thus enabling women to earn more money, reduce their daily workload and to invest their earnings by themselves to improve their living.
 
Reporting Lines
Under overall supervision of the FAO Representative in Pakistan (FAOR), and under direct supervision of Assistant FAOR (Program) and , in close collaboration with the International WEE expert and the FAO expert / Team leader WEE, the Consultant is expected to conduct the following activities;
 
Technical Focus
Develop training modules and to train female FAO and GoB staff and village facilitators business and enterprise planning, including financial planning and marketing.
 
 
Tasks and responsibilities
  •  Develop training modules and to train female FAO and GoB staff and village facilitators of the WEE and AusABBA project to become “Master Trainers” on Enterprise and Business Development.
  • Deliver trainings on\:
  • General Enterprise Development (Training of Trainers)
  • Enterprise Development Training for Entrepreneurs
  • (including Milk and Apricot Business plan Development and marketing) 
  • Wool Business planning and Enterprise Development including financial planning and marketing 
  • Development of Silage Business planning, including (financial)  planning and marketing
  • Silage intervention planning / support and marketing support
  • Develop documentation of training modules
  • Review & feedback session
  • Any other activities as requested by the FAO programme manager and FAOR

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 
Minimum Requirements
  • Advance university Degree in rural sociology, extension, agriculture economics and development, Business Administration (MBA) or equivalent.
  • At least Twelve years of relevant experience
  • A working knowledge of the English language and ability to work in multi-disciplinary and multi-cultural teams is essential.

Technical/Functional Skills
  • Minimum of 12 years hands on experience with development of inclusive value chains, women economic empowerment, rural agro business and enterprise development and planning, financial planning and marketing
  • Excellent Training and coaching skills
  • Consultant has to be female due to conditions in Balochistan and she should be willing to undertake visits to the Districts;
  • Excellent skills and the ability to engage with and establish professional working relationships with all levels of Government agencies, local female communities and FAO staff.
  • Excellent writing skills and fluent in English and command of Urdu and preferably also Balochi.
  • Good knowledge of communication and documentation standards
