ICMPD is inviting all interested candidates to apply for the Project Officer position for the project “IBM in Silk Routes Countries”.

The EU-funded project “Integrated Border Management in the Silk Routes Countries” is implemented by the International Centre for Migration Policy Development for the benefit of the Silk Routes countries, i.e. Afghanistan, Bangladesh, Iran, Iraq and Pakistan. The duration of the project is 48 months and the budget of 12 million euro.

The overall objective of the project is to support the countries of the Silk Routes region in building their capacity of border management and the development of their national Integrated Border Management (IBM) guidelines, to ensure that these are coherent and effectively co-ordinated at a national, and, if possible, at a regional level, with a focus on effective border control, human resources development and preventing irregular migration. Please note that this post is subject to approval and availability of project funds and foresees high frequency of travel.

Job Description:

The Project Officer is responsible for the implementation of a country-specific activities of the Integrated Border Management in the Silk Route Countries project.

The Project Officer plans and organises project activities, in particular related to the country of posting, and administers project inputs ensuring that the project activities are managed according to the approved project documentation, work plans and budgets and in line with ICMPD´s rules and business processes as well as partner and donor agreements. S/he is 1responsible for a timely achievement of high-quality project outputs within the project assigned.

The Project Officer develops and maintains relationships with partners, beneficiaries and other stakeholders. S/he supports the work of experts and contractors ensuring high quality and timeliness of outputs. S/he conceptualises, plans and prepares substantive project outputs and produces project content and continuously assesses achieved results for quality and impact. The Project Officer contributes to the development of new initiatives and formulates and drafts concepts and documents.

The Project Officer contributes to overall planning of the project(s) and participates in project communications activities preparing content and inputs. S/he contributes to project reports and prepares inputs to donor and other substantive reports

The Project Officer works under the supervision of a Project Manager and in close collaboration with other Project Officers in HQ. S/he organisers a joint work with project assistantin order to ensure smoothadministration and logistics of project activities. Tasks and Responsibilities:

1. Planning and Implementation of Activities:

Plan and organise activities assigned to him/her by a project manager/Project Officer in HQ according to project´s work plan. Track implementation of the work plan and the timely accomplishment of project outputs. Propose to a project manager corrective action when required and implementthem;

Mobilise experts, goods and services, capacity building and funding schemes for activities, including preparation of Terms of References and specifications; Establish, maintain and facilitate a dialogue between the project and its stakeholders to ensure that scope and direction of activities remain relevant for achievement of the intended results. Regularly communicates and exchanges with stakeholders, while closely coordinating it with the HQ team and the Country Coordinator; Follow-up with partners ensuring that activities are carried out according to agreed work plan and other agreements;

Coordinate work of the experts, consultants and contractors working in his/her posting country to ensure that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards. Review, comment upon and revise outputs and content (reports, studies,presentations, policy papers, publications); Organise project events, meetings, workshops and other activities. Draft agenda and identify participants and resource persons. Prepare invitations and receive registrations, identify and organise venue, travel, accommodation, and translation/interpretation;

Organise assistant’s s work in accordance with approved work plan. Keep assistants informed about the project implementation progress;

Prepare substantive background papers for project events (meeting folders, speeches,presentations etc.);

Draft project correspondence;

Support communication events, meetings, workshops and other activities in the country of posting.

2. Project Administration and Compliance:

Ensure that project activities are implemented an efficient and cost-effective manner in line with the work plan;

Ensure that administrative processes such as procurement and contracting are carried out promptly and in accordance with ICMPD rules and established business processes.Ensurecompliance with donor rules as applicable;

2 Regularly monitor expenditures and disbursements for assigned activities to ensure that budget allocations are not exceeded. Take corrective action as required. Contribute to budget revisions to adjust budget to changes in project work plan. Proposes for allocation of savings;

Follow-up on recruitment processes of experts according to ICMPD´s recruitment procedures. Plan and organise expert travel;

Initiate and follow-up on procurement processes according to ICMPD`s procurement rules, collect and compile quotations. Participate in evaluations of tenders as a member of the evaluation panel;

Manage expert and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule. Ensure preparation of timesheets for project experts and consultants. Evaluate the performance of experts according to ICMPD´s performancemanagement system;

Maintain project documentation electronically and on physical file.

3. Project Content, Reporting and Contribution to Project Development: Formulate and draft analytical inputs, compile and draft briefs, background papers, presentations, speeches;

Compile and draft inputs on project implementation to internal and external project reviews and reports;

Contribute to the production of project content (guidelines, curricula, knowledge platforms,training materials, etc.;

Provide inputs to implementation of the project(s) communications plan(s). Draft content;

Update project contacts database;

Identify project ideas. Develop, formulate and draft inputs to new project concepts, proposals, work plans and budgets;

Participate on behalf of ICMPD in conferences/meetings/seminars relevant for the respective areas of work.

Key Results:

Project activities organised and implemented according to work plan; Project inputs administered according to ICMPD´s rules and processes and donor requirements;

Project outputs related to area of work delivered in a timely and qualitative manner; Substantive project content defined, formulated and produced according to highest analytical and professional standards;

Financial expenditures on activities level controlled and maintained within the budgetary limits. Proposals for use of savings formulated;

Project achievements assessedand lessons learned generated;

Project implementation and results communicated within ICMPD, as well as to project partners, beneficiaries, and other stakeholders;

Qualitative inputs to formulation of new projects provided.

Incumbent Profile:

A minimum of 3 years of position-relevant work experience in implementation of projects in the field of migration and/or border management;

Experience in management of Project Teams and/or experts;

Substantive knowledge of migration and border management issues;

Knowledge on the project managementcycle.

3Corporate Qualifications:

Experience in international context;

Proficiency in (verbal/written) English;

Proficiency in a national/local language(s);

Master´s degree related to the area of work.
