Overall purpose of the role
:

Under the direct supervision of the Senior Livelihoods Officer, the Livelihood Officer is overall responsible to ensure that the implementation of DRC Afghanistan’s agricultural and livelihoods activities integrated in the food security project in the assigned area of responsibility is guided in accordance with approved methodologies and tools and are in line with DRC and donor policies and guidelines. The Livelihood Officer will be working in cooperation with DRC’s protection and emergency teams and in collaboration with local authorities and communities. In addition, he/she will be tasked of reporting and when requested engaged in monitoring, evaluation and learning activities.   

 Responsibilities:

  • Under the supervision of the Senior LH Officer and based on technical advice and inputs of the Technical Program Specialist;
  • Coordinating, leading and conducting rapid sectorial needs and market assessments in the field;
  • Data collection by using needs assessment and post distribution monitoring questionnaires. Data collection to be done either via paper forms or through digital equipment;
  • Participate in beneficiary selection processes through agreed criteria and guidelines;
  • To contribute actively on conducting baseline/ end line surveys through interview of individual beneficiaries and focus group discussions;
  • Produce basic reports on needs assessments and distributions;
  • When requested, to join and support the DRC flying emergency team outside the normal area of operation in rapid needs assessments (in case of natural disaster or massive displacement);
  • Prepare detailed activity implementation plans for the activities:
  • Wheat Seeds Distribution
  • Agriculture Campaign
  • Manage the implementation in accordance with the implementation plan and overall project goals and objectives;
  • Conduct training, awareness sessions and any other activities in the field as part of the implementation plan;
  • Collect data related to the activities. Carry out need assessment missions and collect secondary data and information supplied. Put forward recommendations for the definition and elaboration of programs;
  • Responsible for data quality and verification of all Agricultural data at field level and appropriate storage;
  • Ensures liaison with the communities, maintaining links with shuras and elders, engaging consistently with beneficiaries and other relevant stakeholders, specifically MAIL;
  • Responsible for logistical implementation of Agricultural activities, including delivery of goods to the sites;
  • Any other required tasks assigned by line manager 

 

ABOUT YOU

To be successful in this role you must have:


Experience and technical competencies:

  • Minimum of 4 years of experience required in implementing Agriculture interventions (additional experience in emergency responses an added value)
  • Minimum of 4 years of experience required in implementing Livelihood Program (additional experience in emergency responses an added value)
  • Bachelor Degree in Agriculture, or relevant field
  • Good knowledge of the region and understand the movement pattern of the people including Returnees and IDPs;
  • Good experience of working directly with Afghan communities and local authorities;
  • Experience in Monitoring and evaluation and/or experience of survey and assessment works;
  • Good communications skills; Good written and spoken English; Pashto and Dari
  • Flexible to be deployed to any part of southern region/ and where DRC operate in Afghanistan
  • Experience with start-up of new projects
  • Demonstrated team working, problem solving and Reporting skills
  • Computer using skills specially Ms. Excel and Ms. Word
  •  

Education/qualifications:

  • Minimum Bachelor’s degree required in Agriculture

 

Languages:

  • Pashto
  • Dari
  • English (very good command)

We offer:

  • DRC will offer the successful applicant a contract till the end of 2018, extendable based on funding and performance.
  • Salary and conditions will be in accordance with NTA Salary Scale,
