Who are we? 
 
The Danish Refugee Council / Danish Demining Group (DRC/DDG) assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle. In Myanmar, DRC has been present since 2009, and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action. 
DRC/DDG is currently engaged in responses in Rakhine, Kachin, Kayah and Northern Shan states. Our DRC's response targets displaced and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Livelihoods, shelter and mine action. 
 
DRC/DDG Myanmar currently employs over 350 national, 30 international staff and operates from eight operational offices. Our main office is in Yangon; our main donors in Myanmar include ECHO, OFDA, UNICEF, UNHCR, DANIDA, SDC, DFAT, LIFT, USAID, DFID, EC and private donors. 
  
About the job 
 
The growing complexity of the DRC/DDG operating environment in Myanmar makes the cross-functional Programme Quality and Information Management tasks increasingly important to be able to ensure the quality of our programing, pull together comprehensive information and analysis to support programme design, and develop comprehensive monitoring, evaluation, accountability and learning (MEAL) and IM systems to support operational and strategic decision making. 
 
Reporting to the MEAL Manager, the overall objective of the IM Specialist will be to develop an online IM system and related processes that maintain and organize DRC/DDG Myanmar activities data and provide support in reporting, project tracking and data analysis in order to support quality programming and accountability towards beneficiaries, donors and other stakeholders. 
  
Specific duties and responsibilities 
 
The duties include, but are not limited to the following: 
 
Information Management
  • Contribute to the development of DRC/DDG’s information management strategy by reviewing information needs and gaps, evaluating current informationmanagement processes and tools and support in drafting o detailed information collection and management plan in support of DRC/DDG Myanmarprogrammes
  • Design/develop, test, maintain, support and improve the IM system that maintains and organizes DRC/DDG Myanmar activities data and provides support inreporting, project tracking and data analysis 
  • Develop database security measures to safeguard information against accidental or unauthorized damage, modification or disclosure. This goes along withensuring that the information systems and process are compliant with the applicable standards and guidelines related to information management and dataprotection
  • Ensure effective data management by improving existing or developing new data collection tools and methodologies, designing and managing database systems for analysis purposes.
  • Coordination of data migration – exporting of data from existing databases to the one that will be centrally located system
  • Draft information products such as reports, charts and infographics by turning data into graphic products to facilitate the dissemination of information to external stakeholders for the purpose of reporting, resource mobilization, information sharing and advocacy. This will involve designing the layouts of reporting and presentation templates using graphic design programmess ensuring the simplicity and clarity of the information. 
 
Capacity Building
  • Train IM system users in data entry, data checking and generation of reports
  • Provide technical expertise in general Information Management by closely working with the programmes, IM and MEAL teams 
  • Organize and conduct training for relevant DRC/DDG staff on general IM, digital mobile data collection, GIS Systems and other innovative skills in datamanagement
  • Support the programme teams in recruitment and capacity building of IM staff 
  
Protection Information Management 
  • Support the protection team in developing methodologies for data collection, processing and analysis for both qualitative and quantitative data
  • Support the Protection Team in the roll out the CPIMS + for case management
  • Be the focal point for the maintenance of the protection monitoring platform (i.e trouble shooting, training to staff, data analysis etc)
  • Improve data collection-process-storing and analysis systems in the protection team in line with the country protection strategy 
  Knowledge management and learning
  • Ensure availability of updated and quality information for informed decision-making by DRC/DDG Myanmar programme teams by identifying pertinent variables, including analysing and interpreting multiples datasets, identifying trends and patterns for similar programmes
  • Provide support in capturing good practices and lessons learned including follow up tools through the IM system.
  • Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight best practices and strengthening synergies between projects or programmes when it comes to information management. 
  Other
  • Liaise with other actors on data, share information and support the coordination processes on information and baseline data

Essential skills and experience
  • University degree in information technology, information systems, development economics, statistics, research methods, or a similar field;
  • Minimum 3 years of technical experience in information management, database management, mapping, web development and data presentation usinginfographics.
  • Knowledge in Excel, KOBO, ODK, Fulcrum, QGIS, SPSS, Power Bi and Advanced Excel (essential)
  • Experience using database platforms such as PostgreSQL, SQL server, or MySQL 
  • Expertise in the administration of Office 365 and SharePoint
  • Good understanding and experience of MEAL processes 
  • Good command (written and spoken) of English;
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary. 
  
Preferred Experience 
  • Previous experience with Information Management Systems including CPIMS +

We offer 
DRC/DDG will offer the successful applicant a 12 month contract (Until December 2019), renewable dependent on both funding and performance.
