Background and context 
 
 
DRC is an international non-governmental organization which provides assistance and promotes durable solutions for refugees and internally displaced people, on the basis of humanitarian principles. DRC Ethiopia has been operating since 2009 and in Dimma since 2015. DRC Dimma Area office is operating in Okugo Refugee Camp implementing programs on Child Protection, SGBV and Youth Empowerment, WASH, Shelter and Livelihoods. With funding from ECHO, DRC started in 2017 livelihood program which included support to micro-business, micro-gardening and establishment of market centres in Okugo Camp with the aim of increasing protection mechanism through increased livelihoods options.  The DRC protection program among others support skills building training for youth and women with the aim of reducing protection risk by increasing livelihoods opportunities. The program seeks to mainstream protection in livelihoods intervention and integrate livelihoods activities in the protection programme 
 
Purpose 
 
 
DRC is looking for a motivated and experienced consultant who can undertake a livelihoods assessment in Okugo Camp. The aim of the consultancy is to develop a contextualized and evidence-based livelihood intervention which will provide refugees and host community with livelihoods and income generating activities to increase self-reliance and protective mechanisms.  
 
Furthermore, the consultant will assess the relevance and impact of DRC’s current livelihoods intervention and provide recommendations for program improvement. The consultancy outputs are expected to provide technical sound livelihoods solutions with consideration of humanitarian standards and protection principles.  
 
Key Responsibilities 
     
Scope of consultancy 
 
Livelihoods Needs Assessment 
 
  • Shall include a Market assessment and socio-economic assessment. It should analyze data about refugees’ current livelihoods, include income level, capacities, household expenditures, coping mechanisms, financial risk management and saving strategies. Linkages with host communities including SWOT analysis should be covered. 
  • Assess the feasibility of cash-based intervention considering best practices and the inter-agency Guide for Protection in Cash-based Intervention. 
  • Assess livelihoods opportunities for youth, challenges and barriers for youth in accessing business and self-employment in the camp with attention to gender considerations. 
  • Assess livelihood opportunities for women and women cooperatives within Okugo Camp. 
 
 
Impact assessment of DRC’s livelihoods intervention 
 
  • Micro-business and cash grant activity, inputs and training 
  • Micro-gardening activity, inputs and training 
  • Recommendations for adjustment 
 
 
Develop strategy and project design for future interventions which take into account DRC’s strategic objectives, humanitarian standards and guiding principles of evidence-based programming, resilience, sustainable livelihood and environmental impact. 
 
 
  • Programme frame work which shall consider sustainability and environmental impact 
  • Develop concept notes for 2 key interventions (e.g. micro-business and micro-gardening) 
  • Identify saving and credit schemes available for refugees 
  • Capacity building of DRC livelihoods staff 
  •  In collaboration with protection team and beneficiaries, identify and design relevant income generation intervention for Women cooperatives/groups  
  • Facilitate two project design workshops with DRC livelihoods and relevant protection staff. 
 
 
 Key tasks  
 
 
  • Produce an Inception Report after 30 days which shall include initial findings and recommendations on needs assessment, project evaluation and proposal for project development and design. 
  • Conduct Needs Assessment

  • Facilitate Validation Workshop on the Needs Assessment 
  • Conduct Program Evaluation and draft Evaluation Report 
  • Development strategy and design for future project

  • Conduct a 1-2 days trainings for DRC livelihoods staff and protection staff on sustainable livelihood framework, development of livelihood project, livelihoods tools and on cash-based intervention and protection 
 
Methodology 
 
 
Field-based, participatory and consultative process using mixed and relevant tools. Proposed solutions shall consider humanitarian standards and DRC accountability framework. Methodologies shall apply relevant minimum economic recovery standard and analytical tools including the sustainable livelihoods framework.

DRC’s responsibilities 
 
 
DRC will assist in making travel arrangement (booking of flight ticket and accommodation) from Addis to Dimma and will facilitate on road travel from Jimma to Dimma and return. 
 
Reporting Arrangements 
 
The consultant will report to the Deputy Area Manager, who will be the focal point for any coordination and communication with DRC.  
 
 
DURATION OF ASSIGNMENT 
 
60 Days. The consultant is supposed to submit work plan together with the proposal and the schedule will be finally agreed with DRC during the first week of the consultancy.  
 
 
EXPECTED PROFILE OF CONSULTANT 
 
 
The consultant must have,
 
 
  • Degree in Humanitarian/Development Studies, Social Science or other field related to provision of humanitarian assistance in Food Security and Livelihoods 
  • At least 8 years of relevant experience and signification experience in research, monitoring, data analysis and evaluation. 
  • Prior experience in program evaluation and project design of livelihoods and food security 
  • Demonstrated experience in conducting assessment, data collection and analysis in humanitarian context. 
  • Experience with multi-sectoral approaches to emergency, resilience building and early recovery. 
  • Demonstrated experience with Gambella and or South Sudan context an advantage 
  • Good facilitation and writing skills 
  • Proficiency in Amharic and English 
 
 
 
TERMS & CONDITIONS 
 
 
DRC will offer a consultant contract of 60 days with start date on 19 December 2018. 
The consultant is expected to carry out the consultancy in Dimma and Okugo Refugee Camp and  must agree to travel to Dimma, Gambella. Dimma town is a small and remote location with limited services and facilities and with basic living condition in terms of food and accommodation must be expected. The weather in Dimma is usually hot and dry.
