Organizational Setting
FAO Ethiopia, in support of the Government of Ethiopia, has developed the project entitled “Support the Government of Ethiopia to enhance food security information, national social protection and disaster risk management systems” (in short\: ProAct). The overarching goal is to contribute towards cost-effective, resilient and sustainable food security and nutrition solutions for the vulnerable households living in pastoral areas. The project encompasses three components\: (i) Institutionalization of the Integrated Phase Classification (IPC), (ii) DRM mainstreaming into the agricultural sector and coordination between the federal and regional levels, and (iii) support to the national productive safety nets programme (PSNP). To implement the Disaster Risk Management component, FAO Ethiopia is hiring an international consultant.
 
Reporting Lines
The Disaster Risk Management Specialist will report to the ProAct Project Manager.
 
Technical Focus
Under the overall supervision and guidance of the FAO Representative for Ethiopia and Deputy FAOR/Head of Programme, under the direct supervision of the ProAct Project Manager, in close collaboration with Team Leader for Resilience and other technical and administrative FAO staff, and in cooperation with government counterparts, the consultant will perform the following tasks\:
 
Tasks and responsibilities
 
  • Lead efforts towards the successful implementation of DRM activities of the ProAct;
  • Supervise the work of a small group of FAO national DRM consultants, by assigning responsibilities, managing daily tasks and design medium-term plans
  • Prepare for and facilitate meetings between the project team and the government – Ministry of Agriculture and Livestock Resources (MoALR), National Disaster Risk Management Commission (NDRMC) on project implementation including identification of key partners
  • Lead awareness-raising and ownership of the project at the inception engaging key partners at the federal and regional levels;
  • Provide technical support to the DRM Agriculture Task Force (ATF) at federal and regional levels to mainstream DRM in their respective action plans;
  • Facilitate the updating and validation of work plan for DRM mainstreaming component together with MOALR and stakeholders;
  • Facilitate the development of DRM mainstreaming roadmap in collaboration with government and partners with MoALR, NDRMC and regional Bureau of Agriculture (BoA) in Oromia, Oromia Pastoral Area Development Commission (OPADC), DRM offices, pastoral associations and relevant partners at the various levels;
  • Lead the preparation of DRM situational analysis; this will entail identification of the right institution to undertake a study (policy, institutional and investment landscape) and workshop to discuss and validate the same;
  • Facilitate preparation and validation of DRM capacity development strategy based on the situational analysis together with MoALR, NDRMC and partners at federal and regional levels;
  • Participate in assessments, missions, meetings with FAO teams, government counterparts and partners in line with project delivery plan;
  • Together with MoALR, NDRMC at federal and regional levels, Oromia regional government and partners implement initial DRM mainstreaming activities in selected programmes, annual plans and budget;
  • Together with MoALR, NDRMC and partners at federal and regional levels, identify DRM priorities for the agriculture sector;
  • Provide overall technical guidance on learning events held at federal and regional levels;
  • Ensure effective monitoring of the DRM activities and outputs in collaboration with M&E staff;
  • Handle day-to-day aspects and activities of the DRM component while ensuring appropriate linkages and harmony with food security information system, social protection components of the PROACT project;
  • Provide technical leadership and inputs to inform programming areas such as drought contingency planning and funding programme of the EU, government flagships and FAO Ethiopia strategic work on resilience as guided by the FAO representative;
  • Actively participate in DRM coordination fora, representing FAO as appropriate;
  • Promote risk-sensitive agriculture and livelihood perspectives in various coordination mechanisms, drawing from the project results and learning to inform such debates and decisions;
  • Perform any other duties as required.

Minimum Requirements
  • Advanced University degree in livestock, agronomy, economics or related field, or equivalent education
  • At least 7 years of professional experience at managerial level in DRM/DRR resilience projects, combining strategic planning, policy dialogue, implementation and supervision of staff
  • Full competency and fluency in English and limited knowledge of a second official language of the Organization (French, Spanish, Arabic, Chinese, Russian).
