Organizational Setting
The Emergency and Rehabilitation Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. TCE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. TCE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. TCE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5)”.
 
Reporting Lines
The Emergency preparedness consultant reports to the Emergency and Rehabilitation Officer.
 
 
Technical Focus
Under the overall supervision of the Senior Technical Officer TCE the direct supervision of the Emergency and Rehabilitation Officer and in coordination with the other members of the emergency preparedness/capacity development team the incumbent will support and contribute to FAO Emergency Preparedness capabilities as follows\:
 
Tasks and responsibilities
 
  • Support FAO Decentralized offices in achieving a requisite level of response management readiness, through\:
a) The roll out of the Disaster Risk Prioritization (DRP) and FAO Emergency Response Preparedness Plan (FERPP) in selected countries, adaptation/roll-out at regional scale (regional, sub-regional, resilience team and humanitarian hub offices) and revision of the tool, as required.
b) Support to follow-up actions identified in the FERPP process, including capacity development efforts.
c) Support to capacity development activities, including through extensive field missions.
  • Undertake analysis of preparedness information gathered from the FERPP and FAO Country Office Annual Report tool and use this information for the preparation of reporting on the status of emergency preparedness and other communication products.
  • In collaboration with members of the preparedness team, provide support to requests for internal (FAO) and external (Member State/Partners) contingency planning processes in relation to risks to agricultural livelihoods.
  • Support Return on Investment (ROI) studies on the various workstreams of preparedness to identify the quantitative and qualitative evidence of the benefits of preparedness using the H-ROI methodology, adapted for FAO purposes, including and in particular through field missions to decentralized offices.
  • Support development of corporate / global level products/ business processes and guidelines e.g.  FAO emergency preparedness package (which includes guidance on the DRP, FERPP and Contingency planning), FAO Country Office  Annual Report, Internal Control Questionnaire and the Emergency Preparedness and Response section of the FAO Emergency Handbook.
  • Support to global/inter-agency preparedness initiatives e.g. Global Food Security Cluster thematic group on Preparedness and Resilience, IASC sub-group on the Emergency Response Preparedness (ERP) approach, Global Preparedness Partnership (GPP).
  • Undertake Project Proposal Formulation/Reporting/Information management related to preparedness.
  • Perform any other duties when required.
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in a subject related to the work of the Organization.
  • At least 1 years of relevant professional experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks.
 
  • Working knowledge of English (level C) and limited knowledge of a second official language of the Organization (French, Spanish, Arabic, Russian or Chinese)
