Background

The Lion’s Share initiative is an innovative wildlife conservation and animal welfare fund initiated by the private sector and UNDP. The Initiative is to be capitalized by funds collected from advertisers when images or footage of animals are used in advertisements. In joining the Lion’s Share, an advertiser commits to donate 0.5% of the media spend on their advertisements that feature animals. The funds will be collected by The Lion’s Share Fund and then disbursed globally to have the maximum impact on animal conservation, biodiversity and animal welfare, and help advance the Sustainable Development Goals.

The Lion’s Share initiative was announced at the Cannes Lion’s International Festival of Creativity in June 2018. The Lion’s Share was launched at the United Nations Headquarters in New York City during the 73rd session of the United Nations General Assembly in September 2018.

UNPD is seeking a highly-experienced and knowledgeable consultant to help identify and carry out targeted outreach to private sector companies for engagement as partners to The Lion’s Share initiative, and to expand The Lion’s Share partnership base. The consultant will work under the supervision of the Engagement and Partnerships Manager and the Secretariat of The Lion’s Share Fund

Duties and Responsibilities

Reporting to the Engagement and Partnerships Manager and the Secretariat of The Lion’s Share Fund, the consultant will perform the following duties and deliver the following services:

Private sector engagement and outreach partnerships:

  • In collaboration with The Lion’s Share working group, provide substantive inputs to discussions and planning on marketing and outreach, including on identification of target companies, outreach activities, engagement strategy and audience-tailored Lion’s Share value propositions, in order to  build an effective pipeline for engagement and corporate partnerships in The Lion’s Share;
  • Create a business plan and strategy for The Lion’s Share engagement with the private sector;
  • Conduct targeted, pro-active outreach to private sector companies to strengthen The Lion’s Share global visibility and expand The Lion’s Share partnership base;
  • As part of that outreach, develop, build and maintain relationships with current and prospective partners by prospecting, cultivating, cold calling, client meetings, continual follow-up in person or by phone or device, under the supervision of the Engagement and Partnerships Manager;
  • Develop new and innovative ways and initiatives for private sector engagement in The Lion’s Share Fund;
  • Identify and design strategy for renewal of commitments and continued engagement from existing partners;
  • Introduce The Lion’s Share (interim) Secretariat to Private Sector stakeholders;
  • Arrange meetings with key Private Sector companies at CEO / C-suite level;
  • Prepare weekly status reports on outreach and a final report as described below.
  • Perform other duties as required

Within 3 months from contract signing

Weekly status reports indicating outreach activity, name of company, name of C-suite contact, status, follow-up and  action items.

Weekly, throughout contract duration, on day as agreed with the Engagement and Partnership Manager

Secure / organize (not necessarily attend in-person) meetings with at least 25 companies at CEO level, as agreed with the Engagement and Partnership Manager.

Within 3 months from contract signing

Final report indicating secured partnerships, potential partnerships, key contact names and contact info, status of outreach activity, new and innovative ways for private sector engagement in The Lion’s Share Fund, and other items as directed by the Engagement and Partnerships Manager.

1 ½ weeks prior to contract expiration

Reporting Requirements

  • The consultant shall report to the Engagement and Partnerships Manager. The consultant shall provide weekly updates on progress made in terms of the above deliverables.
  • The consultant shall support The Lion’s Share Secretariat in other relevant private sector engagement and outreach tasks that may arise during the assignment period.
  • The Consultant shall be ready to undertake international travel on behalf of the Secretariat during the assignment period if required and the travel expenses will be covered following UNDP rules and procedures.  Mission-related costs should NOT be included in the financial proposal as they will be covered separately as per UNDP rules.

Required Skills and Experience

Education:

  • At least, University Degree in communications, marketing, advertising, public relations, or a related field, or equivalent experience is required

Experience and Skills:

  • Minimum 10 years of high-level / C-suite engagement with private sector companies in an influential marketing or communications capacity; is required
  • Demonstrated leadership, knowledge, understanding and minimum 10 years of experience working with companies in the global advertising and marketing industry, including in the Asia market, and in creative and brand communications; is required.
  • Demonstrated knowledge of social business / Corporate Social Responsibility (CSR) approach to development; desired
  • Demonstrated experience in negotiating and influencing others, especially at the C-suite level, to reach agreement; desired
  • Excellent managerial/organization skills and a solution-oriented attitude; required
  • A strong sense of client orientation and a strong drive for results; required
  • Demonstrated ability to work well both independently and within a multicultural team, desired
  • Prior experience with the UN system, desired

Language:

Excellent writing and oral communication skills in English, required

  • The financial proposal should specify a total lump sum amount in US dollars for the tasks specified in this announcement and including all envisaged travel to join duty station/repatriation travel.  The contract price is fixed regardless of changes in the cost components.  The financial proposal is all-inclusive and shall consider various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services).

  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  • The Financial Proposal is to be emailed to cpu.bids@undp.org as per the instruction in the separate email that will be sent to shortlisted candidates.
  • Payments will be made only upon confirmation of UNDP of delivery of the contract obligations in a satisfactory manner.

Evaluation

Applicants are shortlisted based on Required Skills and Experience stated in this TOR.

Applicants will be evaluated based on cumulative scoring.  The candidate achieving the highest cumulative score for both Technical and Financial evaluations, and whose offer has been evaluated and determined as follows, will be recommended by the Evaluation Committee for contracting.

  • Being responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical criteria weight (70%);
  • Financial criteria weight/Financial Proposal (30%), PLEASE DO NOT INCLUDE THE FINANCIAL PROPOSAL IN YOUR APPLICATION. ONLY SHORTLISTED CANDIDATES WILL BE INVITED TO SUBMIT A FINANCIAL PROPOSAL.

Technical evaluation - Total 70% (700 points):

  • Relevance of working experience: Weight = 30%; Maximum Points: 210;
  • Knowledge of marketing, advertising, communications industries: Weight: 35%; Maximum Points: 245;
  • Knowledge of social business / corporate social responsibility: Weight: 20%; Maximum Points: 140;
  • Demonstrated ability to work well both independently and within a multicultural team Weight = 10%; Maximum Points: 70
  • Prior experience with the UN system, Weight = 5%; Maximum Points: 35

Financial Evaluation - Total 30% (300 points)

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the supervision of the Engagement and Partnerships Manager and the Secretariat of The Lion’s Share Fund.
