How can you make a difference? 

You will be joining a team of around 3000 staff in the Lebanon Field Office working to foster the human development of some 470,000 registered Palestine refugees.••

The Camp Improvement Projects Manager will be responsible for:

The main responsibilities include:

Plans and implement the shelter rehabilitation, housing and upgrading projects in line with the relevant overall Infrastructure and Camp Improvement (ICI) strategies and policies; Establishes priorities, in coordination with CFICIP, and detailed work plans on the basis of initial general study of urban planning needs for refugee camps reflecting the prevailing conditions in the host country and specific needs of the refugee community; Provides camp improvement solutions in order to durably improve the living conditions and urban environment in the Refugee Camp(s) including the development of Camp Improvement Plans utilising urban planning methodologies and reviews and updates these plans continuously; Coordinates participatory design meetings with community representatives and ensures that planning processes are taking into consideration refugees needs; coordinates the camp improvement plans with internal and external stakeholders such as host governments and municipalities and negotiates with them optimal planning proposals; Supervises physical and socio-economic surveys of shelters and living conditions in camps for compilation of detailed databases in accordance with the established criteria to support the development of proposals for shelter rehabilitation and upgrading of master plans in consultation with relevant stakeholders; Coordinates with the concerned Departments to ensure the implementation of an integrated planning process; liaises with RSSP to ensure assessment, identification of beneficiaries/target groups and implementation of a community driven participatory approach; Assesses the training needs and plans, coordinates and/or conducts training for all relevant staff to build and improve their capacities in his/her area of responsibility; Monitors and evaluates the implementation of camp development initiatives• in camps under his/her purview; supervises the preparation of detailed design and tender/contract documents for Shelter Rehabilitation, Housing Programme and other community development projects; Provides monthly progress reports and monitors the situation to ensure that lessons learned are incorporated into the planning and design process as well as into the implementation phase of the project; Performs such other duties as may be required.••

Conditions of service•

Monthly basic salary L.L 2,440,836. + SOA % 50 (Special Occupancy Allowance)

Other benefits include:

Provident Fund contribution (15% of basic salary paid by the Agency)

Dependency allowances, Dependent spouse: L.L 60,000 per month

To qualify for this position, you will need:

Education

A university degree in civil engineering, architecture or urban planning.

Work

experience

At least six years' experience in planning and construction of projects, of which at least four years should have been in senior and supervisory positions in a large international, governmental or non-governmental organization concerned with the welfare and promotion of developmental social services to socio-economically disadvantaged groups in developing countriescommercial.

Language(s)

Excellent command of written and spoken English and Arabic.

Competencies

Demonstrated competence in all aspects of project planning and management, including application of all aspects of results-based management/project cycle management; Positive attitude and interpersonal, communication and coordination skills; ability to negotiate and influence others; A strong analytical skills, with ability to find creative solutions to problems; Proven ability to engage the local community in all stages of the project; A solid understanding of the culture and political complexity of the area; Proven ability and experience in contract administration; Knowledge of principles of accounting skills Proficiency in standard Agency computer applications.

DESIRABLE QUALIFICATION

•         Postgraduate qualification in urban planning or in a field related to •urban planning development;

•         Professional certificate in project management;

•         Knowledge and experience in the use of Geographical Information Systems (GIS).

•               Travel outside the Field in the Area of Operations for duty purposes;

•               Drive within the field to perform his/her duties, thus s/he must be willing and capable of driving a UN vehicle;
