Background

The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) will conduct Independent Country Programme Evaluations (ICPE) in Argentina, El Salvador, Panama and Uruguay in 2019. The ICPE will inform the elaboration of the new country programmes with evaluative evidence of UNDP’s contribution to the countries’ national development priorities. The evaluations will examine UNDP’s work during the ongoing programme cycles 2016-2020. Evaluation results are expected to provide forward-looking recommendations as input to the formulation process for the next country programme documents.

The IEO is seeking national or regional evaluators with expertise in one or more of the following thematic areas:

  1. Poverty reduction, inclusive growth and equitable development, entrepreneurship, decent work, social inclusion and social protection, including health services;
  2. Institutional strengthening, democratic governance, security and justice, decentralization and active citizen participation;
  3. Environmental sustainability, climate change adaptation and mitigation, sustainable natural resources management, and disaster risk reduction and management.

The assessment under each of the thematic areas will include a gender focus. The duration of the consultancy will vary depending on the specific tasks and country programme, ranging between 25 and 30 working days. The data collection missions are tentatively scheduled as follows: 4-24 March 2018 for Argentina; May 2018 for Panama; and September 2018 for Uruguay and El Salvador. Duties and Responsibilities

Under the direct supervision of the IEO lead evaluators, the consultants will contribute to the analysis of the country programme evaluations by providing technical expertise and knowledge on the national context and the assigned area(s). In addition, the consultant(s) will cover cross-cutting areas such as gender equality, human rights, partnerships, South-South Cooperation, capacity development, etc. Their responsibilities will include:

  • Conduct preliminary desk review research based on reference material provided by the IEO;
  • Develop a data collection plan, in consultation with the lead evaluator and country office staff, based on the overall work plan and design provided by the IEO;
  • Participate in data collection activities prior to and during the in-country mission. This includes interviews and meetings with relevant stakeholders and UNDP partners (virtual, Skype/telephone, and in person);
  • Participate and contribute to the team’s joint meetings, including the analysis workshop and presentation of preliminary evaluation findings to the UNDP country offices at the end of the data collection missions;
  • Prepare individual reports, including programme outcome-level analysis and any additional inputs for the final ICPE report as required by the lead evaluator; and
  • Contribute to the revision of the report as per comments received from the IEO, country offices, Regional Bureau and other stakeholders.

Required Skills and Experience

  • Strong analytical skills, including ability to quickly assess a diverse range of information with a discerning sense for quality of data; and
  • Good mastery of information technology required for organized presentation of information.

  • Ability to conduct an evaluation with high ethical standards, ensuring independence and confidentiality;
  • Ability to work under pressure, multi-task and manage a substantive workload in an organized manner; and
  • Available to travel and conduct required analysis within the agreed timelines.

Corporate Competencies

  • Familiarity with UNDP or UN work in any of the four countries and/or the region; and
  • Ability to work in multicultural and multidisciplinary teams, acting with professionalism, diplomacy, tact and courtesy.
 

Required Skills and Experience

Education

  • Master’s degree or higher in interested thematic area(s) indicated above, Social Sciences, Public Policy, International Relations, or other relevant fields.

Experience

  • A minimum of ten (10) years of work experience in one or more of the thematic areas under review and relevant fields (e.g. governance, capacity development, poverty reduction, inclusive growth, climate change, environment, disaster risk management);
  • Extensive experience in program evaluation/research and mastery of qualitative and quantitative data collection techniques and methods and analysis;
  • Experience in gender-sensitive programming and/or evaluation; and
  • Experience conducting programme evaluations for UNDP or other development agencies in the countries will be an asset.

Language and other knowledge and skills:

  • Familiarity with UNDP or UN operations in Argentina, Uruguay, Panama and El Salvador or the region;
  • Knowledge of the country context, development issues and challenges; and
  • Excellent proven oral and drafting skills in Spanish (oral and written) is essential. Ability to work in English is an advantage.
