Background

In line with UNSCR 2348 (2017), MONUSCO’s Stabilization Support Unit (SSU), established within the Integrated Office of the DSRSG/RC/HC provides coordination between the Government of the DRC, international partners and United Nations agencies through the International Security and Stabilization Support Strategy (ISSSS) and related Provincial Stabilization Plans in the provinces North Kivu, South Kivu and Ituri, in close collaboration with national programme STAREC. The ISSSS Technical Secretariat housed within SSU is in charge of the management of the Stabilization Coherence Fund, the coordination of bilaterally funded programs aligned to the ISSSS, the provision of policy advice and up to date conflict analysis as well as the overall monitoring, evaluation and documenting lessons learned of the ISSSS. The SSU is based in Goma, with a Liaison Office based in Kinshasa and field personnel in North Kivu (Goma and Beni), South Kivu (Bukavu) and Ituri (Bunia).

The ISSSS links the concept of stabilization to the specific conflict dynamics in Eastern DRC (security, land and identity, natural resources and regional dynamics). The current strategy aims at transforming the relationship between the DRC state and population in the East to enable them to jointly address these main drivers of conflict. The approach emphasizes that high-level political engagement is essential to provide coherence and guarantee the sustainability of stabilization investments.

As part of the operationalization of the revised ISSSS, SSU guided the implementation of two pilot projects in Kalehe and Mambasa between 2014 and 2016. As initial results were promising, these pilot projects paved the way for six additional stabilization programs in the East. All programs are financed through the Stabilization Coherence Fund (with funds from the UN Peacebuilding Fund, the United Kingdom, the Netherlands, Germany, Norway and Sweden). Implementing partners include UN agencies, local and international non-governmental organizations (NGOs) and MONUSCO.
 

Duties and Responsibilities

Summary of key functions:

  1. Support the overall management of the Stabilization Support Unit;
  2. Provide effective coordination and oversight of the ISSSS Technical Secretariat;
  3. Support political engagement and advocacy and stabilization.


Under the matrix supervision of Stabilization Team Leader and UNDP Country Director, the Deputy Team Leader (DTL) will be responsible for supporting the Team Leader in managing and coordinating the day to day activities of the Stabilization Unit. The Deputy Stabilization Team Leader is also responsible for overseeing the ISSSS Technical Secretariat (Stabilization Coherence Trust Fund Cell, Monitoring & Evaluation Cell and Alignment Cell) in support of the operationalization of the ISSSS and Provincial Stabilization Strategies and Action Plans. The Deputy Team Leader will also work very closely with UNDP Country Office, who acts as the Managing Agent (MA) of the Stabilization Coherence Fund, especially for the financial management of projects. He/she acts as a liaison officer between UNDP and the SSU for transition preparedness.

In particular, the DTL will be responsible for the following duties:


Support the overall management of the Stabilization Support Unit

  • Contribute to developing a strategic vision and sustainability of the Unit (contribute to transition planning and operationalization of resource mobilization strategy)
  • Support the delivery of SSU’s key missions: oversee and monitor overall progress and compliance with the Sections’ Work Plan and Budget
  • Provide quality control to the delivery and dissemination of institutional reports (monthly field updates, quarterly internal reports, annual report)
  • Streamline and regularly update human resources tools for different categories of staff within the Unit (seconded/UNDP/MONUSCO): (organogram/individual work planning/ mission and leave planning / staff capacity development / induction package etc.)
  • Manage performance of staff under his/her supervision; provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching;
  •  Ensure gender equality considerations are systematically integrated in Unit and individual Work Planning and are reported upon periodically
  • Serve as Officer-in-Charge in the absence of the Team Leader and represent the unit in Senior Management Meetings, pillar meetings and chair Staff meetings



Provide effective coordination and oversight of the ISSSS Technical Secretariat

  • Provide overall supervision and decision-making to the Stabilization Coherence Fund Cell (SCF), Monitoring and Evaluation Cell and Alignment Cells of the ISSSS Technical Secretariat (which also serve as the UN Peacebuilding Fund Secretariat in the DRC);
  • Provide final financial oversight of the donor contributions to the Stabilization Coherence Fund and the Managing Agent in charge of managing financial transactions;
  • Provide quality-control of services delivered by the ISSSS Technical Secretariat and review technical documents and tools developed by the SCF Cell, Alignment Cell, M&E Cell;
  • Facilitate a coherent approach for the implementation of the 5 ISSSS pillars and existing projects, either funded bi-laterally or through the SCF;
  • Contribute to the development of a revised Monitoring and Evaluation system, in support to the M&E Cell and based on the previous M&E system funded by DfID;
  • Oversee coordination and participate in assessment, monitoring and support missions at field level;
  • Support the establishment and management of strong partnerships with all national and international partners, including UN partners interacting with the ISSSS Technical Secretariat;
  • Provide regular strategic and technical advice to UN and other national and international partners at national and provincial level on the implementation of the ISSSS;
  • Oversee the continued capacity building of national and provincial ISSSS Technical Secretariats composed by SSU and STAREC members.



Support political engagement and advocacy and stabilization

  •  Support the Team Leader in delivering regular briefings and presentation on ISSSS/stabilization to international donors, UN senior leadership, HQ missions in the context of the mandate renewal, transition and resource mobilization.
  • Contribute to the development and implementation of joint targeted civil-military approaches against armed groups
  • Contribute to the development and implementation of a Good Offices Strategy, at the local, regional and national levels, in support of ISSSS
  • Support UN agencies and national stakeholders in the understanding of stabilization notions and concepts to ensure a smooth transition towards longer term development objectives.

Required Skills and Experience

Education:

  •  Master’s degree in international relations, conflict studies, political science, economics or other relevant social sciences


Experience:

  • A minimum of 7 years of experience in the planning/development/management of peacebuilding/stabilization programs, projects, budgeting and M&E (required);
  • Experience of managing medium size teams and knowledge of management tools and strategies
  • Experience in working with UNDP in crisis or post-crisis settings (highly desirable);
  • Experience in the development of resource mobilization strategies (desirable);
  • Experience in gender budgeting as part of program and/or project developments (desirable);
  • Previous experience with fieldwork in a post-conflict/post-crisis context is a plus.
  • Experience in successfully engaging with host government institutions and authorities is required.
  • Experience of working in Integrated Missions contexts, including in coordinating joint initiatives UN DPKO- UN Country Team and INGOs is a plus.


Language Requirements:    

  • Full professional proficiency in English and French (both written and spoken)
