Background

In March 2015, the United Nations Development Programme (UNDP) in Tajikistan has launched the ‘Promoting Cross-border Cooperation through effective management of Tajikistan’s border with Afghanistan’ (BMP) project to contribute to enhancing stability and security of the cross border regions of Tajikistan and Afghanistan. The project also aims to assist Tajik-Afghan border adjacent communities, in particular women, in pursuing cross-border trade that contributes towards stronger resilience and stability of the region. At the policy level, the project worked closely with the Ministry of Foreign Affairs of the Republic of Tajikistan, the Main Department of Border Guards, and Drug Control Agency to enhance the capacity of the National Secretariats established to support implementation of Tajikistan’s Border Management and Counter Narcotics strategies. At the local level, the project constructed a new Border Crossing Point (BCP) in Langar and renovated BCPs Tem, Ruzvai, Shoghun, Khumroghi, and Ishkashim. The BCPs were also equipped with furniture and specialised equipment. As well, the project has also offered opportunities for enhancing the cross-border cooperation and trade through upgrading the cross-border markets in Ruzvai and Ishkashim taking into account specific needs of the women traders and women visitors. 

Building on the lessons from BMP I and other cross border initiatives funded by the Government of Japan and extensive consultations with the Government (Ministry of Foreign Affairs, Tajik Border Forces, Customs Service and other government stakeholders at the national and local levels), and donors, UNDP has put together a Project Document for implementing Phase II of the project. The Government of Japan has approved the Project Document and the Embassy of Japan in Tajikistan and UNDP exchanged Notes for implementing Phase II on 28 September 2018. It is expected that the Grant Agreement for implementing BMP II will be signed after full completion of project activities under BMP I. BMP II will commence in January 2018.

Duties and Responsibilities

The Project Engineer will be working under the overall supervision of the Team Leader for Governance, Rule of Law and Human Rights and direct supervision of the Project Manager. S/he will be responsible for providing technical expertise and assistance to the project activities requiring engineering services (construction/ upgrading border crossing points and cross border market facilities). The Project Engineer will also bear monitoring functions which will require frequent travel to the project sites and collection of the project related data from different sources, including from the Border Crossing Points and cross border markets to be covered under the ‘Promoting Cross-border Cooperation through effective management of Tajikistan’s border with Afghanistan’ project Phase II. When required, the Engineer will help to elaborate detailed Terms of References for Design Institute to prepare design documents for construction/renovation of the selected sites, including estimation of costs, drawings and elaboration of construction schedules

He/she will closely interact with relevant state agencies and will also define the level of their participation in the construction process (financing, equipment, staffing, and sustainability: commitment to ensure the budgeting and maintenance of the building after the construction, expertise, certification/licensing and etc). 

He/she will actively participate in the tendering and contracting of Implementing Partners selected for execution of renovation/construction works and will supervise overall performance of the contracts.

Competencies

·         Prepare tender documents for procurement of goods and works, including project designs, layouts, plans, profiles, cost estimates (Bill of Quantities), and specifications for all aspects of border management facilities;

·         Assess potential risks, quality of materials and market costs related to the constructions/renovations;

·         Elaborate detailed ToRs for preparing design documents with estimation of costs, drawings and elaboration of construction schedules for specified renovation/construction works;

·         Apply technical knowledge in the development of feasibility analyses for the specifications—ensuring all stakeholders’ expectations are met;

·         Develop and maintain current project databases, maintain proper paper and electronic filing systems, contribute to tracking the project budgets by analyzing all related costs; maintain the database with information on market prices of building materials on a regular basis;

·         Substantively contribute to compilation of Procurement Action Plan and closely monitor implementation of renovation/constructions related activities;

·         Ensure timely and appropriate hand over of infrastructure objects to the beneficiaries and participate in final evaluation of projects;

Monitoring related tasks

·         Develop detailed field monitoring plans, conduct regular and close monitoring of activities at the project sites, and ensure timely reporting and follow up on the outcomes of field visits;

·         Monitor the work of subcontractors to ensure construction works are proceeding according to the agreed schedule; oversee construction works to ensure UNDP organizational standards are being upheld.

Knowledge sharing and learning

·         Provide the technical training and guidance to the project manager and project officer to ensure project requirements are compliant with specifications, contribute to communication with the procurement and programme units of UNDP CO and project stakeholders if required.
